Lead 3M/Logistics SME - RATT

Position Summary:
Life Cycle Engineering has a contingent opening for Lead 3M/Logistics Subject Matter Expert (SME), supporting services for the Commander Naval Surface Force, U.S. Pacific Fleet (CNSP) Readiness Assistance Training Team (RATT). The Lead 3M/Logistics SME is the program's senior specialist for the Navy 3-M system, CSMP management, parts and material procurement, and Quality Assurance oversight. This position is assigned across all six visit teams as the lead for maintenance program health assessments and provides the SME expertise that drives the program's CSMP accuracy, PMS completion, and deferred maintenance aging metrics. The Lead 3M SME also serves as the program's subject matter expert for AWR quality review and coordinates the ORCA Training/IPE Matrix Report (Task 4.35). The position requires QAO-equivalent knowledge and direct recent experience with current Navy maintenance management databases. This contract has a contingent start of September 2026.

Essential Functions and Responsibilities:
  • Serve as lead SME for all 3-M system assessments, CSMP reviews, and QA program evaluations across assigned visit teams.
  • Capture the four standardized maintenance program health indicators at each visit: PMS Completion Rate, CSMP Accuracy Rate, Corrective-to-Preventive Ratio, and Deferred Maintenance Aging Index.
  • Produce the CSMP Deficiency Report within five working days of trip completion per PWS Section 5.0.
  • Review all team-generated Automated Work Requests for technical accuracy, equipment identification completeness, and labor/material estimate adequacy before Team Lead approval.
  • Develop and maintain the Training/IPE Matrix Report (Task 4.35), identifying JQR, PQS, A-school, and C-school prerequisites for IPE maintenance and flagging training gaps.
  • Update the matrix as prerequisites change and submit updates to the PM for COR delivery.
  • Provide 3-M system instruction to Division Officers, CPOs, and 3-MCs as part of leadership mentorship sessions.
  • Submit inputs for the monthly Class Issues Assessment Report for recurring 3-M program deficiency patterns.
  • Participate in annual STANCO; lead 3-M curriculum review and CSMP assessment methodology agenda items.

Required Education, Skills, and Experience:
  • Minimum fifteen (15) years of supervisory experience in Navy 3M/Logistics system operations
  • Minimum fifteen (15) years of experience using and managing the Navy 3-M system; experience on multiple platforms as a Navy Command 3-M Coordinator (3-MC
  • Direct experience within the last five (5) years using shipboard maintenance management and logistics databases currently in use by the U.S. Navy; fully versed in procedures and requirements of repair and replacement part procurement.
  • Experience equivalent to a Navy Quality Assurance Officer (QAO); fully knowledgeable regarding current Navy quality assurance processes.
  • Undergraduate or associate's degree, or extensive demonstrated experience in a management role.

Preferred Education, Skills and/or Experience:
  • Twenty-five (25) or more years of 3-M Coordinator or maintenance management experience across multiple ship classes.
  • Prior experience as a 3-M inspector or material readiness assessor at ISIC or TYCOM level.
  • Familiarity with the CSMP accuracy, PMS completion rate, and deferred maintenance aging metrics used in the RATT Readiness Impact Framework.
  • Prior RATT or TYCOM-directed maintenance program assessment experience.

Physical Demands and Expectations:
