Serving as a Law Enforcement Specialist (Law Enforcement Leadership Institute Instructor) GS-1801-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the FLETC Leadership Institute (FLI), Technical Training Operations Directorate (TTO) under the Office of the Associate Director for Training Operations (TOPS) and located in Glynco, Georgia.
The primary purpose of this position is to serve as a senior-level Law Enforcement Specialist (Law Enforcement Leadership Institute Instructor) involved in planning and conducting classroom, laboratory, and/or field/international instruction sessions as part of the FLI training program.
Typical duties include:
- Serving as a senior law enforcement instructor, authoritative subject matter expert and program/course developer in the assigned course areas of law enforcement leadership to include the major topical areas of Leadership Concepts, Ethics and Core Values, Employee Performance and Conduct, Leading Change, Conflict Management, Wellness, Crisis Leadership, and Public Speaking and Briefing Skills.
- Using the lesson plan as a guide, the position conducts training in advanced programs such as the: Essentials for Law Enforcement Leadership, Law Enforcement Supervisors Leadership Training Program; Leadership through Understanding Human Behavior; Leadership in a Crisis Training Program, and Mid-Level Leader Development.
- Conducting advanced export training (off site) at other Federal, state and municipal facilities around the country and international sites.
- Using life experiences from law enforcement supervisory, management, and leadership roles to enhance course content and respond to student questions.
- Oversees and/or participates in developing course and program material in the leadership instructional fields.
- Leading and/or participating in ad hoc committees made up of representatives of the FLETC and other agencies concerned with law enforcement operations training policies and academic requirements.
- Serving as a leader for a group of FLI Instructor positions in grade GS-12 and performing a full range of coaching, facilitating, mentoring, planning, and coordinating functions.

A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws;
-OR-B. Have held a federal civilian position in the 1801 occupational series.
-AND-Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties: 1) Applying personal, interpersonal, managerial, and organizational leadership competencies to instruction of law enforcement professionals; 2) Modifying existing leadership training curriculum to meet the requirements of the organization and remain current; 3) Evaluating training curriculum to identify areas for improvement within the curriculum, instruction, and/or exercises; 4) Coordinating with internal and external customers to determine their training needs and resources.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position;
AND - Be continuously employed in a secondary position since moving from a primary position;
except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began
prior to January 20, 1988.
Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position;
AND - Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld;
AND - Be continuously employed in a secondary position since moving from a rigorous position;
except a break in employment in secondary positions that begins with an involuntary separation (not for cause).
Pub. Law 114-285 grants the FLETC approval to hire retired federal employees with law enforcement/investigative experience to meet the expanding mission of the FLETC. Individuals may be selected for time-limited positions with eligibility for the dual-compensation waiver. The dual-compensation waiver allows retirees to return to work, earning their full salary with no offset to their FERS annuity. However, this waiver does not exempt the FERS annuity supplement from being reduced. Therefore, FERS retirees receiving a FERS annuity supplement, must be aware that like social security benefits, the FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings. Background Investigation: To ensure the accomplishment of our mission, the FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for suitability as a condition of placement in this nonsensitive position. Physical Demands: There are a range of physical demands depending on the course demands. The work requires walking, standing, bending, or sitting that may be tiring or uncomfortable. There is the need to carry equipment and packages or containers. Travel to field and international locations to coordinate training activities may be involved.
Work Environment: The normal workplace is a classroom or office although some outside settings may be used. Appropriate safety practices will be utilized at all times. Safety gear will be used if needed.
