What you will do:
• Supervise the process of developing model lesson plans and practical exercises for training for all criminal justice professions.
• Coordinate and provide direction to the Law Enforcement Curriculum Specialist team and their development.
• Liaison with criminal justice training academies to determine needs and strategize model curriculum development for all regulated professions.
• Collaborate with subject matter experts and experienced law enforcement training professionals to develop model curriculum practical exercises.
• Supervise the deployment of model lesson plans/curriculum to the various criminal justice training academies.
• Travel and oversee the deployment of the model curriculums in-person at various law enforcement training academies throughout the Commonwealth.
• Review the final drafts of the model curriculum for approval and deployment.
• Complete employee performance plans/evaluations by established deadlines and with proper documentation.
• Establish clear expectations that are well communicated and relate to the goals and objectives of the Division.
• Provide staff with frequent, constructive feedback and effective supervision, including interim evaluations as appropriate.
• Effectively & efficiently direct programs, operations, and services in accordance with budget, manpower allocation, business goals and objectives, & strategic planning initiatives.
• Supervise the Development and Revision of Training Standards and Performance Outcomes
• Supervise the Curriculum Review Committee (CRC) meetings to develop, revise, and maintain training standards and performance outcomes for regulated criminal justice professionals.
• Analyze and evaluate proposed changes to training standards to ensure alignment with the Code of Virginia, Virginia Administrative Code, and Department policy.
• Monitor legislation, regulatory changes, and emerging trends to identify impacts on training standards and recommend necessary updates.
• Ensure training standards are operationally relevant, legally sufficient, and reflective of best practices in criminal justice training.

Minimum Qualifications
• Knowledge of project planning and management.
• Strong foundation in criminal justice training methodologies and Adult Learning Theory, with ability to apply these principles in evaluating and improving training programs.
• Experienced in developing, revising, and maintaining lesson plans and instructional materials to support consistent, high-quality training.
• Ability to provide executive level guidance to Chiefs, Sheriffs, Jail Superintendents, Academy Directors, and other criminal justice leaders on complex training and regulatory matters.
• Ability to manage multiple complex tasks simultaneously.
• Knowledge of the statutory and regulatory process.
• Knowledge of the Virginia Code.
• Knowledge of Microsoft Office Suite.
• Documented experience in working both as an active and contributing team member as well as independently.

• Significant experience with the delivery of criminal justice training.
• Significant experience with criminal justice training standards.
• Experience with lesson plan and/or curriculum development.
• Experience with project management.
• Experience with meeting facilitation.
• Demonstrated supervisory experience, including leading staff, managing workloads, providing feedback, and overseeing programmatic or operational functions.
• DCJS Instructor certifications (general, firearms, defensive tactics, and/or driver training) reflecting advanced instructional competency and subject matter expertise.

The candidate selected for the position must successfully complete a criminal background investigation. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The starting salary range is $88,000 to $98,000 plus the state's benefits package.
