  • Coordinate procurement of essential documents from governing bodies.
  • Process and track fee payments related to land entitlements.
  • Set up consultant vendors and ensure insurance compliance.
  • Attend and represent Divisions at evening neighborhood and municipal meetings.
  • Resolve entitlement-related issues during community development and build-out.

Responsibilities

  • Represent the Division in its interactions with consultants, developers, and government agencies with a high level of integrity, honesty, and competence.
  • Maintain oversight of multiple consultants for projects throughout all phases of entitlements to verify quality of work and progress.
  • Ensure a smooth working relationship between municipal staff and consultants.
  • Track and monitor Due Diligence consultants for schedule and accuracy.
  • Assist with the feasibility evaluation of new communities.
  • Assist with the preparation of corporate approval packages.
  • Assist with management and closing of land escrows with Land Sellers and Land Bankers.
  • Create, track and manage entitlement budgets and schedules.
  • Coordinate procurement of address lists from governing bodies, assessor's parcel numbers, and other community specific documents. Generate, update and distribute list.
  • Process and track all fee payments, check requests, and electronic payments associated with land entitlements.
  • Consultant vendor setup and insurance compliance.
  • Attend and represent Divisions at evening neighborhood and municipal meetings as needed.
  • Oversee resolution of entitlement problems and conditions prior, during development and build-out of community.
  • Review engineering work products and work directly with consultants, engineers and municipalities in the approval of all civil plans.
  • Work with utilities on the negotiation of service contracts, design and approval of improvement plans.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in civil engineering, Urban Planning, Construction Management or a related field; or at least three years land entitlement experience in the homebuilding industry.
  • At least 3 years' experience in residential land entitlements.
  • Experience with Excel, Word, Outlook, and PowerPoint.
  • Experience with scheduling software such as Microsoft Project, preferred.

  • Ability to read and interpret construction plans, land surveys, subdivision plates and technical reports.
  • Ability to create/implement work plans, prepare written materials and articulate goals and action plans.
  • Effective negotiation skills; ability to influence others in a positive manner.

PHYSICAL & MENTAL DEMANDS:
  • Must be able to read, write, and speak fluently in English.
  • Employees in the position are required to be able to hear and have sufficient vision to utilize all office equipment.
  • Use of hands and fingers is required to utilize standard office equipment.
  • Use of feet and legs required to walk, climb and maneuver within construction sites.
  • Requires occasional lifting to 20 pounds.
