At the full performance level (GS-15) the major duties of this Program Manager position include, but are not limited to the following:
- Oversee and guide programs and managers to successfully achieve the organization/division mission and goals.
- Plan and facilitate strategic change that are aimed at achieving and improving the quality, effectiveness, accountability and timeliness of program's accomplishments.
- Apply technical knowledge, analyze challenges and evaluate alternatives and identify a course of action to address specific agency/program challenges.
- Strategically manage and guide planning and project management, human resources, financial and information resources.
- Advise management and executive leadership in the development of program policies, proposals, processes and recommendations.

- This is a supervisory position that may require completion of a supervisory probationary period.
- The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
- Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. - the needs and interests of the agency;

To qualify for this position at the GS-15 grade level, you must possess
all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. This experience includes activities such as: (1) managing and supervising the operations of program(s) and employees; (2) overseeing financial, human resource, and administrative operation; (3) facilitating planning and organizational change and development; (4) leading complex planning and development of strategic approaches to addressing parks, conservation and outdoor recreation issues and opportunities; and (5) facilitating outreach, meetings and relationship building with State and Federal office holders. You
must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: While much of the work is sedentary, it is expected that on site evaluations will occasionally require more strenuous activities.
Working Conditions: Much of the work is performed in offices, auditoriums, and meeting rooms. Frequent travel is required, as are on site evaluations.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
