Summary

This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA). The Chief of the Labor, Income Maintenance, and Education Branch manages a team of professional staff responsible for the analysis and review of regulations and information collections from the Department of Education, Department of Labor, Social Security Administration, and other related governmental agencies and activities.

The Office of Information and Regulatory Affairs (OIRA) is the central authority for the review of Executive Branch regulations, approval of Government information collections, establishment of Government statistical practices, and coordination of Federal privacy policy. OIRA staff provide expert analysis and coordination in these areas to develop OMB-wide policies and positions. The Branch Chief will report to an Associate Deputy Administrator for OIRA that covers this portfolio.

As a Labor, Income Maintenance, and Education Branch Chief, your typical work assignments may include the following:

  • Directing and managing the work of a group of highly professional policy analysts responsible for the review and analysis of regulatory proposals, policies, and information collection activities focused on the Department of Education, Social Security Administration (SSA), the Office of Personnel Management (OPM), and income-related activities within the Departments of Health and Human Services (HHS), Agriculture (USDA), Labor (DOL), and related agencies to ensure consistency with EO 12866 principles, Paperwork Reduction Act (PRA) statutory requirements, and Administration priorities.
  • Coordinating the preparation of, reviewing, and advising on formal documents relative to assigned departments or governmental activities, such as draft regulations, information collections, guidance documents, OMB memoranda, executive orders, and legislative proposals.
  • Advising the Deputy Administrator and OIRA and OMB leadership in assigned subject areas to identify policy issues and develop recommendations and to implement Administration regulatory priorities and reforms, including those established by EO 12866, 14192, and 14215.
  • Coordinating with other Branch Chiefs, the Associate Deputy Administrators, and the Deputy Administrator on organizational strategy and cross-cutting policy or other initiatives.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Expert knowledge of Federal regulatory and information policy and practices, with experience in policies handled by the Department of Education, Social Security Administration (SSA), the Office of Personnel Management (OPM), income-related activities within the Departments of Health and Human Services (HHS), Agriculture (USDA), Labor (DOL), or related agencies and areas.

TQ 2: Demonstrated experience effectively communicating complex regulatory and technical issues through oral and written communications, including the ability to interact with career and political senior officials, external partners, and other stakeholders that have differing and often conflicting interests.

TQ 3: Thorough knowledge of the policies and principles of regulatory analysis and record-based decision making, as it relates to regulatory policy and the rule development process.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs:

  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.


Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.

Additional information

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

Tiering: The Department/Agency structures its SES positions into categories (i.e. tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department/Agency.
