  • Monitor and track onboarding and readiness activities for all personnel including background investigation status, system access provisioning, security training completion, and tool access confirmation.
  • Ensure transition deliverables are produced on schedule, including the Transition-In Plan, knowledge transfer materials, readiness assessments, and regular transition status reports.
Identify and escalate knowledge gaps, documentation deficiencies, and access delays to the Program Manager and Project Manager; maintain a risk register specific to transition activities.
  • Collaborate with engineering, cybersecurity, operations, and QA teams to validate that all transferred knowledge and documentation is accurate, complete, and sufficient for the receiving team to assume operational responsibility.
  • Support transition governance through status reporting, decision documentation, readiness assessment preparation, and COR-facing transition communications.
  • Coordinate program development artifact transfer; documenting what code, design artifacts, and operational runbooks exist and will be transferred.

Qualifications:

  • Bachelor's degree in a related field; 6 or more years in IT transition management, knowledge management, or program coordination on federal IT contracts.
  • Demonstrated experience managing knowledge transfer and transition documentation on federal O&M contract transitions.
