Overview:

Oak Ridge National Laboratory (ORNL) is seeking an Applications Team Lead to provide technical leadership and administrative supervision for the Knowledge Management team within the Knowledge Products group of the Application Development Division in the Information Technology Services Directorate.

This role leads the delivery, support, modernization, and continuous improvement of applications and services supporting knowledge management and related business capabilities across ORNL. The Applications Team Lead partners with staff, customers, business owners, architects, UX partners, and technical leaders to ensure applications are reliable, secure, user-centered, and aligned with organizational priorities.

The position balances technical and administrative responsibilities, including guiding application development and support, contributing to solution design and development, managing and mentoring staff, setting priorities, balancing workloads, and supporting delivery across the application portfolio.

The successful candidate will help advance ORNL's goal of delivering fewer, better, and more sustainable products through effective product ownership, lifecycle planning, platform-based solutions, and continuous modernization. Strong leadership, collaboration, communication, and adaptability are essential.

Major Duties/Responsibilities:

Staff Management and Team Leadership
  • Lead, mentor, and supervise staff within the Knowledge Management team.
  • Manage employee performance processes, including annual performance plans, professional development plans, and performance improvement plans as appropriate.
  • Conduct routine one-on-one meetings and provide coaching, guidance, and escalation support to address roadblocks, support employee growth, and maintain team effectiveness.
  • Oversee time and attendance approval and other routine administrative responsibilities for the team.
  • Develop and manage team training plans to build staff capability in relevant technologies, platforms, standards, and practices.
  • Support direct hiring and contractor engagement processes by identifying staffing needs, evaluating candidates, and assist with onboarding and integration.

Technical Leadership and Delivery
  • Provide technical leadership for the development, enhancement, support, and modernization of applications within the team's assigned area of the Knowledge Management portfolio, including hands-on development as needed.
  • Leverage AI-enabled development and modernization tools to help accelerate software delivery, estimation, code analysis, documentation, and application modernization while ensuring responsible use and compliance with ORNL policies and governance requirements.
  • Partner with customers, stakeholders, and technical leads to review team demands, clarify requirements, provide input on priorities, and support timely project and task delivery.
  • Guide the team in balancing support for existing systems with modernization and new capability delivery in alignment with approved priorities and operational needs.
  • Collaborate with architects, infrastructure teams, UX/QA partners, cybersecurity, and other technical leads to ensure the team's applications and solutions are supportable, secure, and aligned with organizational standards.
  • Ensure the team's applications are developed and maintained in compliance with ORNL procedures, internal IT operating procedures, UX standards, software quality assurance (SQA) practices, and applicable cybersecurity and governance requirements.
  • Develop and maintain technical documentation, including system diagrams, operational procedures, and software build/install notes.


Product and Portfolio Support
  • Support the Knowledge Products Group Leader in executing portfolio priorities by coordinating team delivery, providing staffing and operational planning input, and aligning team activities with organizational objectives across the Knowledge Management portfolio.
  • Contribute to portfolio rationalization efforts by identifying opportunities for consolidation, standardization, migration, or retirement of duplicative or aging applications.
  • Provide status reporting and metrics to the Group Leader and other stakeholders on team delivery, project progress, risks, and support trends.
  • Support intake and prioritization processes by helping assess demand, estimate effort, identify dependencies, and improve transparency, planning, and execution of new work.


Project and Operational Responsibilities
  • Lead or support informal to formal projects to ensure delivery within scope, schedule, and established resource or budget constraints.
  • Monitor operational health and support processes for applications within the team's area of responsibility.
  • Guide the team in applying engineering practices, standards, and processes that improve application quality, usability, maintainability, and delivery efficiency.
  • Ensure work is performed safely, securely, and in accordance with ORNL policies and expectations.


Basic Qualifications:
  • BS degree in computer science, information technology, software engineering, or related field and 8 years of relevant IT experience. An equivalent combination of education and experience may be considered.
  • Experience with enterprise software development, application support, and lifecycle management, including design, development, modernization, maintenance, COTS applications, and retirement planning.
  • Experience leading technical projects, teams, or staff in an enterprise environment.
  • Experience with SQL Server and/or Oracle databases, including design, queries, integration, migration, and data management.
  • Experience with scripting, automation, APIs, and service-based interfaces using technologies such as PowerShell, JavaScript, Python, shell scripting, or similar.
  • Experience applying software quality assurance (SQA) processes, procedures, and documentation to support compliant enterprise application development and releases.


Preferred Qualifications:
  • Excellent interpersonal skills suitable for collaboration with customers, technical staff, and management.
  • Strong written and verbal communication skills.
  • Master's degree in related field.
  • Experience training, mentoring, and developing individuals or teams in complex technical environments.
  • Project planning and project management experience.
  • Familiarity with enterprise platforms and tools such as .Net, Vue JS, SharePoint, VS Code, GitHub, GitLab, Azure DevOps, Jira, ServiceNow, Power BI and/or similar technologies.
  • Experience deploying and supporting applications within cloud-based environments such as Azure, AWS, or equivalent platforms.
  • Experience deploying and supporting applications within containerized environments utilizing Docker, Kubernetes, or similar technologies.
  • Experience supporting applications built on the Adobe ColdFusion platform, including migration or modernization of those applications to other platforms.
  • Experience with data management, including data quality, migrations, governance, reporting, metadata, and integration practices.
  • Experience evaluating or using AI platforms, AI-assisted development tools, or AI-enabled enterprise capabilities in support of business applications.
  • Familiarity with responsible use of AI technologies, including security, governance, and appropriate operational controls.
  • Experience working in research, government, or other complex stakeholder environments.
  • Knowledge of user experience, accessibility, and design standards such as Section 508 or WCAG.
  • Experience with Agile development methodologies.
  • Demonstrated ability to quickly learn and adapt to new applications, technologies, tools, and platforms as business needs, technical priorities, and the application portfolio evolve.
  • Ability to function well in a fast-paced environment, manage multiple priorities, and adapt to changing needs.
  • Strong communication, analytical, problem-solving, collaboration, and change management skills.
