Full Job Description

Evans is seeking a Journeyman Program Manager to join one of their growing contracts supporting the U.S. Navy. This role is responsible for directing day-to-day program operations, coordinating with organizational stakeholders, and managing schedules, budgets, and performance metrics. We are seeking someone with proven success in supporting daily program activities while translating strategic objectives.

Location Details: This role is hybrid with on-site requirements up to 3 days/week at the Naval Air Station in Washington, DC.
  • Serve as Deputy Program Manager for assigned NAVSEA programs, supporting NAVAIR objectives and integration efforts.
  • Direct and oversee day-to-day program operations, ensuring alignment with program goals, acquisition strategies, and command priorities.
  • Provide operational leadership to integrated product teams (IPTs), support staff, and functional leads.
  • Coordinate and communicate with various stakeholders across SYSCOMs, including NAVSEA, NAVAIR, PEOs, warfare centers, and other DoD organizations.
  • Represent the program in meetings, briefings, and working groups as delegated by the Senior PM.
  • Track and manage program schedules, identifying risks, dependencies, and mitigation strategies.
  • Monitor program budgets, obligations, and expenditures in coordination with financial management personnel.
  • Track program performance metrics and support development of status reports, dashboards, and leadership briefings.
  • Support the Senior PM in program planning, execution, and reporting.
  • Step into the role of Program Manager during Senior PM absences, assuming responsibility for decision-making, approvals, and stakeholder engagement.
  • Prepare and review program documentation, briefings, and correspondence for accuracy and completeness.
  • Support internal and external reviews, audits, and milestone events.


Requirements

  • Active DoD Secret clearance (or ability to obtain).
  • Bachelor's Degree in Business Administration or Acquisition plus 3 years of experience.
  • Program management experience in a DoD environment is a plus.
  • Understanding of schedule, budget, and performance management in complex programs.
  • Strong leadership and coordination skills in a matrixed organization.
  • Ability to analyze program data and translate it into actionable insights.
  • Effective written and verbal communication skills, including executive-level briefings.
  • Ability to operate independently with limited supervision.
  • Ability to assume full PM responsibilities when required.
  • Ability to manage competing priorities in a high-tempo environment.


Compensation

Salary is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $137,000 to 152,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Evans's total compensation package for employees.
