Job Summary:

The Senior Resident Engineer (SRE) is the unit supervisor of two units within the District. The SRE will provide direct oversight and supervision of the unit(s) and all unit staff; provides engineering direction for the administration and inspection of multiple, complex construction contracts/projects, assuring the work performed conforms with construction plans and specifications, and complies with local, state and federal requirements.

The SRE is responsible for ensuring that all work performed complies with engineering practices; performs administrative duties to include personnel and resource management; initiates and monitors safe work processes, ensuring training requirements are fulfilled for self and staff.

The SRE is responsible for the oversight and supervision of consultant engineering services.

Job Duties:

Provide engineering and technical direction for the administration of multiple, complex construction contracts to assure work is performed in a manner that provides a functional, durable project that meets design intent. Monitor and enforce safety processes.

Administrative duties including personnel management, evaluation, discipline, hiring, termination and guidance of subordinate personnel relating to the departments prevailing policies and procedures.

Responsible for setting all work standards within the unit assuring that maximum organizational efficiency is achieved, and accomplishing district and division objectives related to construction processes on ADOT projects. The SRE will also assist in coordination of roadblock and other
supplemental duties during winter storm events and and/or emergencies.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Civil Engineering theory and practices
• All applicable Federal and State statutes, agency standards, regulations, policies and procedures pertaining to area of assignment
• Methods, procedures and techniques utilized in management of assigned resources
• Computer applications as they pertain to area of assignment
• Safety practices
• Applications of departmental policies and procedures

Skill in:
• Interpret and analyze a wide range of technical, complex engineering data
• Develop and implement appropriate standards, procedures and priorities related to area of assignment
• Supervision and leadership
• Interpersonal relations as applied to contact with subordinate personnel, other governmental agencies, contractors, consultants and the public
• Oral and written communication
• Scheduling available staff to cover needs and minimize overtime

Ability to:
• Review/analyze engineering related materials, reports, documents, plans and specifications
• Provide engineering related resolutions
• Interact with multiple federal, state and local entities
• Communication both oral and written in a positive and professional manner
• Provide leadership and set direction for a staff of multiple full time employees and consultant technicians
• Coach and develop employees, including continuous improvement practices and principles

Selective Preference(s):

Bachelor of Science in Civil Engineering.
Three to five years of work related experience in a technical-level staff position involving engineering analysis and highway construction.
Leadership and supervisory experience.

Pre-Employment Requirements:

A valid Arizona PE is required for this position. A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
