Requisition Summary:

We are seeking a Jira Project Manager to lead cross-functional project delivery while designing, building, and optimizing Jira platforms that support project execution, Agile delivery, issue tracking, reporting, and organizational workflow management. This role will serve as the primary Jira subject matter expert responsible for translating business requirements into scalable Jira configurations, including projects, workflows, issue types, screens, fields, permissions, dashboards, automations, and reporting structures. The ideal candidate will be comfortable managing projects while also building Jira environments that improve visibility, accountability, user adoption, and delivery performance.

Primary Duties and Responsibilities:

  • Lead end-to-end project planning, execution, monitoring, and delivery.
  • Serve as the primary Jira subject matter expert (SME) for project teams.
  • Configure and maintain Jira workflows, boards, dashboards, permissions, and reporting structures.
  • Design and build Jira project structures from the ground up, including company-managed projects, team-managed projects, issue types, workflow schemes, screen schemes, field configurations, and notification schemes.
  • Gather requirements from business, technical, and leadership stakeholders and convert them into practical Jira platform designs that support project governance, Agile delivery, service requests, defect tracking, approvals, and reporting needs.
  • Create, test, and deploy Jira workflows with statuses, transitions, conditions, validators, post-functions, approvals, and escalation paths that align with business processes and compliance requirements.
  • Build dashboards, filters, queues, reports, and JQL-based views that provide real-time visibility into project status, sprint health, backlog trends, risks, blockers, SLAs, and executive-level performance metrics.
  • Configure Jira automation rules to reduce manual updates, trigger notifications, route work, enforce required steps, synchronize fields, and support consistent project tracking across teams.
  • Manage platform governance, including naming conventions, permission schemes, role assignments, user access, change control, configuration documentation, and process standardization across Jira projects.
  • Support integrations with Confluence, Microsoft tools, development repositories, test management tools, service management platforms, or other systems as needed to create a connected project management ecosystem.
  • Partner with Product Owners, Scrum Masters, Engineering, QA, and business stakeholders to ensure project success.
  • Track project milestones, dependencies, risks, and issues using Jira.
  • Develop and maintain Agile metrics, KPIs, and executive-level reporting.
  • Facilitate sprint planning, backlog grooming, daily standups, retrospectives, and release planning activities.
  • Drive continuous process improvement initiatives within Agile and project management practices.
  • Create and maintain project documentation, status reports, and stakeholder communications.
  • Support portfolio-level planning and resource management activities.


Minimum Qualifications:

  • Bachelor's degree in Business, Information Technology, Engineering, or related field.
  • 5+ years of project management experience in Agile environments.
  • 3+ years of advanced hands-on Jira administration and configuration experience.
  • Strong understanding of Agile, Scrum, and Kanban methodologies.
  • Experience creating Jira workflows, custom fields, automation rules, dashboards, and reports.
  • Demonstrated experience building Jira platforms or major Jira environments, including project architecture, workflow design, schemes, automations, reports, user roles, and governance standards.
  • Proven ability to manage multiple concurrent projects and priorities.
  • Excellent communication, stakeholder management, and problem-solving skills.
  • Experience working with cross-functional technical and business teams.


Preferred Qualifications:

  • Jira Administrator certification.
  • PMP, PMI-ACP, Certified ScrumMaster (CSM), or equivalent certification.
  • Experience with Jira Cloud and Jira Service Management.
  • Familiarity with Confluence, Azure DevOps, or other project management platforms.
  • Experience implementing Jira from initial requirements through launch, including discovery, design, configuration, testing, user training, documentation, rollout, and post-launch support.
  • Experience in software development or technology-driven organizations.

Clearance: Clearance is not required immediately, but candidates must be able to qualify.

Salary Range: $120,000 - $150,000
