About this Opportunity:

As the Deputy Director of ITG, you'll play a pivotal leadership role overseeing the daily operations of ITG's residential and commercial programs. This includes managing a dedicated team, ensuring regulatory compliance, and directing program administration. The position also carries significant budgetary and operational oversight within a dynamic, mission-driven environment.
Key Responsibilities:

Leadership:
  • Mentor, lead and direct the day-to-day activities of ITG team members including the distribution of workload, delegating responsibilities, and tracking pertinent projects and key performance indicators.
  • Evaluate the work of team members, providing coaching as needed to ensure successful performance and meeting goals established in accordance with program plans and success measures.

Program Administration:
  • Oversee the daily operations of ITG, including the development and updating of internal policies and procedures.
  • Monitor program workflow to assess efficiency, identify needs, and implement necessary changes.
  • Analyze financial data in collaboration with Accounting and the ITG Director to manage budgets and allocate excess revenue to housing programs.
  • Conduct industry research and risk assessments to determine coverage decisions.
  • Represent ITG at industry events, engaging with professional associations to maintain visibility and stay informed on sector developments.

Strategic Planning:
  • Set goals in coordination with the ITG Director and develop measures to track progress.
  • Advise senior IFA team members on matters relating to ITG and prepare reports for stakeholders including IEDA|IFA Leadership, the Governor's Office, and rating agencies.

The ITG Deputy Director position is a non-merit, non-contract position that is classified by the State of Iowa as a Public Service Manager 2. This position is exempt per FLSA regulations.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):

a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):

a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
