Job Description

This position is responsible for overseeing and managing all aspects of an organization's technology infrastructure, ensuring that the systems, networks, and applications are functioning efficiently and securely. This role requires a combination of technical expertise, strategic planning, and leadership skills to support and enhance business operations through technology. This position will lead a team of IT professionals, collaborate with other departments, and manage IT projects to meet organizational goals.

Responsibilities

1. Maintains staff by recruiting, selecting, orienting, and training and developing employees; performs personal functions such as approving leave and monitoring leave usage; meets department goals by coaching, counseling, and disciplining employees; prepares performance appraisals.
2. Completes payroll and financial components including approving time, acting as a travel delegate, applying for and administering grants, and gathering and submitting financial reports.
3. Oversees the installation, configuration, and maintenance of all IT systems, including hardware, software, and networks. Oversee the lifecycle of software and hardware, including procurement, installation, maintenance, upgrades, and disposal.
4. Ensures IT infrastructure is up-to-date, secure, and scalable to meet the evolving needs of the organization and protect all vital data.
5. Serves as the primary escalation point for resolving complex technical issues within the organization. Provides end-user support for hardware, software, and network-related issues, ensuring minimal downtime.
6. Plans, coordinates, and executes IT projects, including system upgrades, installations, and technology rollouts. Manages timelines, budgets, and resources to ensure projects are completed on schedule and within budget.
7. Manage relationships with third-party vendors and service providers, ensuring the timely and cost-effective delivery of IT products and services. Negotiate contracts and service level agreements (SLAs) with external vendors.
8. Develops and manages the IT department's budget, including the allocation of resources for software, hardware, staffing, and training. Identifies cost-effective solutions while maintaining high performance and quality.
9. Develops and enforces IT policies, procedures, and best practices to ensure organizational compliance with industry regulations and standards. Ensure systems and operations comply with data protection laws (e.g., GDPR, HIPAA). Ensures that all systems are compliant with licensing requirements and are regularly updated to minimize vulnerabilities.
10. Collaborate with senior management to align IT initiatives with the company's overall business goals.
11. Stays up to date with industry trends and advancements to ensure the organization is using the best technologies. Stays informed on emerging technologies and make recommendations for the adoption of new systems or tools to improve business processes.
12. Offers technical advice and support to other departments as necessary.
13. Assesses IT systems and processes to identify areas for improvement and optimization.
14. Adheres to PHAB core competencies including, but not limited to: T2: 1.6.6, 2.1.5, 2.2.2, 2.2.7, 2.4.5, 2.6.2, 3.2.1-3.2.3, 3.4.2, 4.1.4, 5.4.7, 7.2.4, 7.3.6, 7.3.8, 7.3.9, 7.4.4, 7.5.7, 7.6.3, 7.7.4, 7.8.5, 7.12.2, 8.4.2, 8.6.5, 8.8.3, and 8.8.5.
15. Participates in quality improvement efforts and achieving PHAB accreditation requirements. This position will be responsible for using quality improvement (QI) processes and/or techniques to improve the effectiveness of the assigned public health program.
16. Attends and participates in conferences, seminars, trainings, or related education classes as assigned.

Qualifications
• Bachelor's degree in information technology, computer sciences, or related field or an equivalent combination of education and experience.
• 4 years of enterprise software administration, information technology systems, management and support
• Working knowledge of Microsoft operations system usage, troubleshooting, and support.
• Knowledge of computer hardware and software support, workstation operating systems, Windows, etc.
• Ability to communication technical information clearly.
• Must have and maintain throughout employment a valid driver's license, reliable transportation, and be insurable under the Lucas County Commissioners' Risk Management.
