Summary

This vacancy is for a IT Specialist (System Analysis) position in the Decennial Information Technology Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

This Job Opportunity Announcement may be used to fill other IT Specialist (System Analysis), 2210-14, FPL positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

  • Manage IT projects while ensuring alignment with enterprise architecture, security protocols, and compliance with organizational standards.
  • Manage and coordinate projects and initiatives, evaluate performance outcomes, provide feedback to stakeholders, and ensure effective utilization
    and development of technical resources in alignment with project objectives and standards.
  • Develop, review, and update policies, standards, and procedures for compliance with regulations, directives, and best practices.
  • Serve as subject matter expert and technical advisor on IT systems, architectures, and solutions.
  • This position is expected to perform less than 25% of supervisory responsibilities

To qualify for the position of IT Specialist (System Analysis), at GS-2210-14, you must meet the minimum qualification requirements listed below.

Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes:

  • Leading IT modernization efforts, including conducting requirements elicitation, business process analysis, fit-gap assessments, and developing functional and non-functional requirements to guide system design and implementation.
  • Applying and enforcing Software Development Life Cycle (SDLC) governance, integrating Development, Security, and Operations (DevSesOps) practices, and aligning system requirements and design activities with federal security and compliance frameworks such as the NIST Risk Management Framework (RMF).
  • Analyzing, defining, and managing systems integration and interoperability requirements, including interfaces, rules, and ensuring alignment with standards and security requirements.


Technical Competencies (Condition of Employment): In addition to the above specialized experience, your resume must demonstrate one year of Information Technology (IT) related experience in the federal service or private or public sector demonstrating the following competencies, as defined:
