Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA EII/ENTRPRS INTEGR AND INNOV (EM4) .

Duties

Help

• Plans and manages agency-wide, high-risk, or mission-critical IT projects involving innovative concepts where precedents do not exist and multiple agencies are affected.
• Develops and implements agency-wide IT project management procedures, tools, templates, and infrastructure to align internal practices with government-wide regulations and enterprise architecture.
• Collaborates with stakeholder clients to define project scopes, requirements, and deliverables; manages resources, monitors outputs, mitigates risks, and takes immediate corrective action when issues arise.
• Integrates configuration management, IT architecture, infrastructure design, and systems integration aspects into project plans while ensuring alignment with government-wide enterprise architecture and quality assurance standards.
• Directs, manages, and conducts special studies and analyses of marked importance to resolve key organizational problems, leading to major modifications/extensions of current practices.
• Contributes new concepts, tools, or techniques regarded as major IT advances; initiates research efforts, determines technical approaches/feasibility, and advises at a national level.

• This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
• Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
• This is a drug testing position.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:

Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.

Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

In addition to meeting the basic requirement, applicants must possess qualifying experience.

Qualifying Experience:

To qualify at the GG-15 grade level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience planning, leading, and executing agency-wide, mission-critical IT projects and research studies that resolve complex technical challenges across multi-agency environments; and experience formulating long-range IT policies, strategies, and enterprise architecture guidelines while advising senior leadership and representing the organization on interagency working groups.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.?

There is no substitution of education for thequalifying experienceat the GG-15 grade level.
