Full Job Description
General Summary:

Responsible for the management of the overall Information Systems & Technology solution for Orange Bank & Trust Company as well as its parent company, Orange County Bancorp Inc. and Hudson Valley Investment Advisors, Inc.

Responsible for managing the Bank's technology operations in support of the SVP-CIO, including but not limited to cybersecurity, cloud technologies, helpdesk, networking, infrastructure, regulatory requirements and continued enhancement of policies and procedures reflecting the company's evolving risk tolerance. Collaborates with technology vendors and service providers to support internal and external customers and clients in a growing organization.

Essential Duties and Job Responsibilities:
  • Establish and maintain the Bank's cybersecurity perimeter. Partner with appropriate resources internally and externally to mitigate IT Risk and build compensating controls where applicable.
  • Drive Cloud strategy definition and onboarding activities including, but not limited to, governance and security.
  • Manage and build out IT Helpdesk team providing senior guidance in support of issue remediation
  • Ensure compliance with all applicable information technology and cyber security regulations, including but not limited to, NYDFS, FRB, FDIC, and SEC.
  • Direct and manage the daily activities of the IT department; inclusive of work assignment and deliverables to ensure service levels are met.
  • Ensure that all Bank systems operate efficiently and securely. Establish and maintain uptime SLAs.
  • Maintain IT Operating environment documentation.
  • Manages and enforces IT operating environment documentation, including IT standards, policies and procedures and development and documentation of standard operating procedures, processes and best practices in accordance with regulatory standards and bank risk tolerance.
  • Vendor management of mission critical IT software and service providers, while coordinating with Compliance Department and vendor requirements.
  • Maintains compliance with all banking industry specific IT compliance and audit requirements.
  • Stay current on trends in banking software, support user departments in software selection and participate in new product development discussions
  • Performs other duties as required and assigned.

EDUCATION, CERTIFICATION, EXPERIENCE:
  • Bachelor's degree in Computer Science, with preference given to an advanced degree
  • Minimum of 10 years in IT with 3 years of supervisory experience
  • CISSP or CCSP certification is required for this position. Candidates w/o this certification will be considered but are required to obtain within a pre-agreed period.
  • Azure certification is a significant plus.
  • Experience with securing cloud first environments.
  • An understanding of networking technologies and architectures.

WORK ENVIRONMENT:

Chemical Bank was a bank with headquarters in New York City from 1824 until 1996. At the end of 1995, Chemical was the third-largest bank in the U.S., with about $182.9 billion in assets and more than 39,000 employees around the world.
