Full Job Description

Consultant / Project Manager will provide Project Management services to our public sector clients. The Consultant will work with the project team(s) to provide overall leadership and task coordination as well as direct responsibility for the deliverables and work products produced by the team(s). These deliverables and work products will be completed in accordance with our overall strategy, approach, and methodology.

Required Duties

  • Provides project management and technical expertise on large-scale IT projects
  • Oversee development of all deliverables, status reports and other work products
  • Plan and oversee all project work and develop/manage any potential organizational change management strategies or processes that might be needed
  • Provide technical oversight of applicable vendor and/or client processes, methodologies, and tools to minimize risk and validate the applicable requirements, standards and best practices are being followed on the project.
  • Perform technical reviews and assessments of vendor and/or client tasks, deliverables, and work products, including providing recommendations for risk mitigation and acceptance.
  • Support the goals and outcomes of the project stakeholders
  • Develop, manage, and update Project Plan and other project documents (e.g., Communication Plan, Risk Plan, Stakeholder Register, Resource Plan)
  • Support the client and stakeholders in the planning and strategy discussions on the best approach for addressing risks and issues as they occur, in an effort to ensure that the project remains on schedule and within budget.
  • Understand various software development life cycle methodologies and how they are used
  • Participate in business development activities and assist with proposal development
  • Provide management oversight of project budget
  • Manage communications with clients, vendors, and project stakeholders
  • Willingness to learn IV&V

Other Potential Duties:

  • Perform IV&V tasks & develop IV&V reports
  • Manage and track the IV&V findings (risk and issue) log
  • Play a support lead analyst role in the development of multiple IV&V deliverables.

Mandatory Qualifications:

  • 7+ years of overall IT industry experience
  • 5+ years of prior project management experience using both Agile and Waterfall techniques in IT related projects to include operations, infrastructure, and application development projects
  • Strong Microsoft Office applications skills, especially MS Project
  • Ability to use sound judgment in completing tasks and to seek guidance when needed.
  • Attention to detail and ability to work with large data sets with accurate results.
  • Ability to move projects forward within a specific timeline and budget while working at a detailed level.

  • Creative problem-solving ability and a consultancy mindset.

Preferred Qualifications:

  • Resides in Phoenix, Arizona, WA or HI.
  • Arizona state agency experience
  • Active Project Management Professional (PMP) Certification
  • Experience in State Healthcare, Labor, and Child Support domains.
  • Experience with risk management and mitigation
  • Experience with IV&V
  • Active Certified Scrum Master (CSM) Certification
  • Organizational Change Management experience
  • Ability to understand both the service delivery system for programs which are administered by statesand monitored by federal regulators.
  • Ability to understand and be an expert in complex federal regulations and requirements.

Education:

  • Bachelors degree required, masters degree preferred

This position is hybrid with travel/onsite requirements. To be successful at PCG, you must:

As required by applicable law, PCG provides the following reasonable range of compensation for this role: $78,000-120,000.
