Full Job Description
The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Office of Budget Administration (OBA) is responsible for the planning, developing and coordination the Agency's budget and for monitoring Agency's revenues, expenditures and staffing for all HRA's programs. The primary responsibility encompasses all social service and administrative programs directly operated and contracted by the Agency with a $10.6 billion-dollar budget. The IT Programs and Agencywide AOTPS Contracts unit oversees the Information Technology Services (ITS) expense budget, monitors ITS spending, reviews and approves fiscal requests, and ensures expenses are within the approved budget. Additionally, the unit oversees the ITS Capital Budget that supports DSS/HRA and DHS programs. The unit also manages the agencywide contracts for temp staff and language translation.

The Office of Budget Administration (OBA) is recruiting for one (1) IT Project Specialist position to function as an IT Programs Budget Manager in the IT Programs and Agencywide AOTPS Contracts unit who will:

-Oversee the Expense and Capital budgets for ITS, and agencywide AOTPS contracts for temp staff and language translation.

-Review and evaluate fiscal requests and proposals and formulate appropriate recommendations.

-Assess and monitor the budgets for AOTPS needs as well as resource proposals including insourcing, consultant/temp requests, and headcount requests.

-Review, coordinate, support, and process contract and procurement actions.

-Prepare and enter budget modifications, run and extract reports, and research expenditures in the City's Financial Management System.

-Assure all budgetary functions and processes meet the fiscal requirements of the City, State and Federal governments.

-Serve as a liaison to Mayor's Office of Management & Budget (OMB), the Comptroller's Office, City Council, and other oversight agencies on all budgetary matters relating to ITS and agencywide AOTPS contracts.

-Assist with major Expense budget exercises for the November Plan, Preliminary Budget, Executive Budget, and Adopted Budget, as well as assisting with the Capital budget exercises.

-Assist and support the Budget Director in managing, reviewing, analyzing and monitoring of one or more program areas.

-Advise senior management regarding financial plan changes and expenditure trends in response to press, audit, or other oversight agency requests for information.

A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.
