This position is located in the Department of Health and Human Services, Health Resources and Services Administration, headquartered in Rockville, Maryland.

WHAT YOU'LL BE DOING DAY TO DAY

As an IT Program Manager, you will:

  • Provide leadership and advising on operational oversight for the Bureau's large-scale IT systems, information security, and IT acquisition contracts.
  • Oversee the development, integration and management of information systems used to conduct Bureau functions; evaluate the effectiveness and usability of those systems; and recommend improvements.
  • Identify opportunities to improve Bureau systems to support business processes.
  • Provide expert leadership in the development, review and implementation of policies and procedures to promote the use of new and innovative information systems.

WHAT WE ARE LOOKING FOR

Basic Qualifications:Applicants for the Information Technology Management series, 2210 at the GS-15 grade level must have Information Technology (IT) related experience which demonstrates proficiency in the following competencies:

Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following:

  • Leading enterprise-level IT programs or initiatives, including setting strategy, tracking budget, and implementing technology solutions to improve business processes, governance, and service delivery and/or customer experience.
  • Overseeing and actively managing IT systems that support program data collection or grants management functions, including ensuring data integrity, system performance, and program reporting to inform decision making.
  • Leading the modernization, integration, or optimization of large-scale or customer-facing IT systems, including applying emerging technologies and adopting industry standards to enhance efficiency and reduce manual processes.
  • Advising senior leadership on IT strategy, policy, and compliance by translating complex business problems into IT system requirements, investigating vendor solutions, and collaborating with internal and external stakeholders to align technology initiatives with organizational mission and federal requirements.
