The Information and Technology Solutions (ITS) Vice Presidential Unit (VPU) enables the World Bank Group to achieve its mission of ending extreme poverty and boost shared prosperity on a livable planet by delivering transformative information and technologies to its staff working in over 150+ locations. The WBG Technology Innovation Office (ITSTI), launched in June 2017 as the ITS Innovation Lab, initially focused on blockchain and distributed ledger technologies. It has since expanded to cover areas such as AI, IoT, quantum computing, and related emerging fields. ITSTI accelerates and incubates technology-driven innovation across the World Bank Group by providing resources for ideation, prototyping, and piloting new solutions. The Office fosters collaboration, learning, capacity building, and knowledge creation, helping integrate advanced technologies and innovative approaches into WBG operations. As a core ITS offering, Innovation as a Service allows teams to access specialized expertise. Through its support and advisory services, ITSTI drives digital transformation and agility within the organization by embedding technology-enabled innovation in WBG processes and initiatives.

ITSTI accelerates and increases value to business partners and clients on two fronts:

(1) Technology Innovation Leadership and Advisory incorporates innovation and future-readiness into organizational capabilities by applying human-centered, forward-looking methods to develop creative solutions and strategies. These approaches better equip WBG for an unpredictable future by utilizing signals, trends, and the scalable, responsible exploration and adoption of frontier technologies.

Strong partnerships and relationships give WBG access to a wide range of knowledge and skills, accelerating learning and problem-solving. Through collaborative efforts and joint partnerships, WBG further increases its development impact.

(2) Our focus on Frontier Technology Exploration and Experimentation explores high-potential frontier technologies, rapidly validate their viability, and assess their scalability potential and readiness. We then incubate and accelerate their growth through close collaboration with ITS, WBG (Operations, Corporate) teams, and strategic partners. We keep ITS and WBGcutting edgeby exploring, testing, and responsibly adopting frontier technologies.

Role Purpose:
The IT Program Analyst is responsible for enhancing organizational effectiveness by supporting seamless coordination across their respective organization, supporting leadership decision-making, and ensuring clarity, consistency, and timely execution of priorities. With guidance, this role supports focal points who act as an action orchestrator, information source, clearance provider, and referral point-to maintain alignment, streamline communications, and strengthen operational flow across the organization.

Role Scope & Distinction:
The IT Program Analyst delivers comprehensive business administration and proactive executive support to the Manager of the ITS Technology Innovation Office. This includes ensuring efficient operations and coordinating logistics with both the ITSTI Lab and the department. The role encompasses oversight of resource monitoring and the preparation of associated reports, contributing to the smooth functioning of the office.

In fulfilling these responsibilities, the analyst works in close partnership with colleagues from the ITS VP Front Office, as well as members of the Leadership Advisory and Leadership Assistants teams. This collaboration supports effective communication and alignment across leadership and administrative functions.

The ITSTI role extends to supporting departmental administration and operations, as well as providing direct assistance to the ITS Manager.

Additionally, the analyst serves a complementary role as a Junior Scrum Master, helping to implement Agile practices, facilitate team coaching, remove obstacles, drive performance improvement, and maintain alignment among stakeholders.

Key Responsibilities:
Coordination & Liaison
• Support coordination between the organization and leadership front offices, advisory teams, and other counterparts & key partners.
• Accompany leaders, when appropriate, to assist capturing action items and stay informed on organizational and cross-organizational matters.
• Support leadership by assisting content preparation that accelerates review and decision making.
• Coordinate complex calendars, resolve scheduling conflicts, organize meetings and logistics, prepare briefing materials in hard copy or OneDrive/Outlook, and maintain organized filing systems for all relevant documents.
• Monitor communications in various communications channels on behalf of ITSTI Manager and Department.

Action Orchestration & Workflow Management
• Serve as a point of contact for internal and external inquiries relating to ITSTI Manager, Department Admin and operations ensuring timely and accurate responses.
• Support monitoring the flow of work, including the collection, coordination, and reporting of initiatives and updates.
• Support follow through on actions, decisions, and commitments with leaders and teams.
• Support administrative and coordination of processes and information flow with key liaisons across HR, Legal, Budget and Planning, Procurement, and ITS.

Enhance Operational Performance and Reporting
• Drive activities linked to the ITSTI annual calendar of events and milestones, ensuring timely milestone delivery in line with ITSBA and ITS Calendar and events
• Create visibility and transparency to reporting of organizational performance.
• Coordinate the gathering and collaboration on data analysis to aid decision-making and performance reporting.

Department Administration & Operations
• Maintain departmental records for accessible reference; update folders, databases, and files regularly.
• Prepare agendas, record minutes with suitable AI tools, manage follow-ups, organize event logistics, and coordinate and support the organization of workshops, seminars, and events related to technology innovation.

Supports Program Planning & Delivery
• Enables self-organized Agile teams and effective delivery through Lean-Agile and Kanban methods; co-leads Agile/SAFe ceremonies to foster team collaboration and continuous improvement.
• Uses performance metrics to identify productivity barriers, supports cross-team coordination, and oversees project timelines, budgets, deliverables, and escalation.
• Coordinates PI planning, collaborates on program plans, assists backlog refinement, manages sprint dependencies, ensures strategic alignment, and contributes to technology innovation.

Asset & Resource Coordination
• Assist with HR coordination by supporting the onboarding of new employees and consultants. Work with ITS front office and departments to ensure smooth communication and efficient cross-department operations.
• Handle core HR administrative tasks including office space, asset management, PCard processing, software licensing, office supplies, purchase orders, and consultant contracts. Track and report resource use and inventory for operational efficiency.
• Support procurement and management of technology tools and equipment needed for departmental and organizational functions.
Research & Analysis
• Collect and interpret information to support strategic decisions and ITSTI's leadership in development technology.
• Research potential partners, new technologies, and trends for ITSTI's strategy.
• Review engagement data and event results to spot patterns and suggest improvements.
• Summarize complex info into briefs, summaries, or visuals for leaders and stakeholders.
• Compare ITSTI's activities to peers and industry standards.

Continuous Improvement
• Incubate new methods to evolve the departmental functions and design digital innovations that support automation of the new processes.
• Look for opportunities for business process redesign and automation to promote operational efficiency.

Selection Criteria

Bachelor's or Master's degree with 2 years of experience or equivalent combination of education and experience (for example, in the IT field: Bachelor's Degree with a minimum of 1 year of related work experience).

Core Skills and Capabilities:
Possess 5 to 10 years of experience providing administrative or program support, ideally within technology-driven environments. This background ensures familiarity with the unique challenges and requirements of supporting initiatives in fast-paced, innovative settings.
