Summary

The MIL Corporation seeks an IT Procurement Manager (Procurement, Manager) to support a Federal Government client at our Charleston, SC location. This position will serve as a senior acquisition and procurement advisor responsible for managing and supporting the organization's software and hardware procurement portfolio, developing acquisition strategies, conducting advanced market research, and supporting complex IT procurements.

The IT Procurement Manager will work closely with procurement staff, technical and program stakeholders, contracting personnel, vendors, and leadership to evaluate IT requirements, develop acquisition and sourcing strategies, and identify opportunities for consolidation, standardization, and cost efficiency. The role will support portfolio-level planning for software licensing, hardware, maintenance, support, renewals, and other IT acquisitions and will help ensure procurement decisions are informed by current software entitlements, utilization, hardware inventory, and future requirements.

This role will also manage a procurement team and provide leadership, technical guidance, and mentorship to team members.

This position currently requires an on-site schedule. Schedule is subject to change based on company/contract requirements.

Responsibilities
  • Lead acquisition planning and strategy for complex, high-value, and enterprise-level software, hardware, and other IT procurements.
  • Manage portfolio-level planning and oversight for software and hardware acquisitions, including upcoming procurements, renewals, maintenance and support, lifecycle needs, risks, and funding requirements.
  • Conduct advanced market research and develop acquisition documentation, including Market Research Reports, Independent Government Cost Estimates (IGCEs), Bills of Materials (BOMs), acquisition plans, RFIs/RFQs/RFPs, and related documentation.
  • Evaluate IT requirements and recommend appropriate acquisition strategies, contract vehicles, sourcing approaches, and opportunities to leverage existing enterprise products, agreements, or inventory.
  • Support complex IT procurements throughout the acquisition lifecycle, including requirements development, vendor evaluations, negotiations, and acquisition readiness reviews.
  • Maintain or coordinate software license entitlement and utilization information and hardware inventory and lifecycle data to support procurement planning, renewals, compliance, and cost optimization.
  • Analyze the software and hardware portfolio to identify opportunities for consolidation, standardization, strategic sourcing, improved utilization, and cost savings.
  • Advise technical, program, business, contracting, and leadership stakeholders on IT acquisition strategies, sourcing options, market conditions, risks, and recommended courses of action.
  • Develop and standardize procurement processes, templates, procedures, and best practices to improve consistency, quality, and efficiency.
  • Manage and mentor procurement analysts and specialists, including establishing priorities, assigning work, monitoring progress, and providing technical guidance and quality oversight.
  • Brief leadership on procurement strategies, portfolio trends, upcoming requirements and renewals, risks, priorities, and recommended actions.
  • Ensure procurement activities comply with applicable federal acquisition regulations, organizational policies, licensing terms, and contractual requirements.

Required Qualifications
  • 5+ years of progressively responsible procurement, acquisition, contracting, or federal acquisition support experience, including IT procurement experience.
  • Demonstrated experience developing acquisition strategies and supporting complex software, hardware, or other technology procurements.
  • Advanced experience conducting market research and developing acquisition documentation, including IGCEs, BOMs, acquisition plans, and RFIs/RFQs/RFPs.
  • Strong working knowledge of federal acquisition practices, regulations, contract vehicles, and IT sourcing approaches.
  • Experience supporting software licensing, subscriptions, maintenance agreements, hardware acquisitions, or related technology requirements.
  • Demonstrated ability to analyze procurement portfolios and identify opportunities for consolidation, strategic sourcing, standardization, and cost optimization.
  • Strong analytical, problem-solving, written communication, and stakeholder management skills.
  • Experience providing leadership, mentorship, or technical direction to procurement professionals.

Desired Qualifications
  • Strong knowledge of the Federal Acquisition Regulation (FAR) and related federal acquisition policies.
  • Experience with GSA Schedules, Government-Wide Acquisition Contracts (GWACs), and other federal IT contract vehicles.
  • Experience with strategic sourcing, category management, or IT portfolio management.
  • Experience with software license entitlement and utilization management and/or hardware inventory and lifecycle management.
  • Familiarity with enterprise software licensing, SaaS/subscription models, cloud services, maintenance and support agreements, and vendor licensing structures.
