About the Role:

Tripoint Solutions is seeking an experienced IT Portfolio Management Analyst to support a federal government contract. This role ensures that multiple IT projects and programs are aligned with organizational goals, deliver measurable business value, and optimize resource allocation. The ideal candidate will combine strong project management expertise with strategic thinking, stakeholder engagement, and portfolio governance experience.

Location: Rockville, MD (Candidates must reside in D.C., Virginia, or Maryland) - Hybrid: On-site 1 day per week

Clearance Requirements:
  • Applicants selected may be subject to a government security investigation.
  • USA Citizenship is required.
  • Must be eligible to obtain and maintain a Federal Public Trust

Responsibilities:
  • Conduct enterprise-wide IT portfolio management activities to maintain visibility into all IT investments and initiatives.
  • Maintain and continuously update the inventory of IT investments, projects, and related documentation.
  • Ensure portfolio data is accurate, complete, and aligned with organizational governance processes.
  • Develop and maintain portfolio dashboards that provide insight into investment health, performance, and strategic alignment.
  • Conduct portfolio rationalization and optimization analyses to improve efficiency and maximize business value.
  • Evaluate portfolio balance, resource allocation, investment risk, and overall performance.
  • Support IT investment selection, prioritization, and governance processes.
  • Review, analyze, and refine business cases for proposed IT investments and initiatives.
  • Assist with budget justification activities and the development of investment documentation.
  • Track, analyze, and report on IT investment transparency and portfolio performance metrics.
  • Ensure IT investments align with organizational strategic objectives and mission priorities.
  • Support compliance with federal IT portfolio management and reporting requirements.
  • Prepare executive-level reports, dashboards, and presentations to support leadership decision-making.
  • Provide recommendations for improving portfolio performance, governance, and investment management processes.

Minimum Qualifications:
  • Bachelor's degree in Information Technology, Business Administration, or a related field.
  • Portfolio Management Professional (PfMP), PMP, or PgMP certification.
  • 4+ years of IT project or program management experience, with at least 2 years overseeing multiple projects or portfolios.
  • Strong understanding of IT project lifecycle, methodologies (Agile, Scrum, Waterfall), and portfolio management frameworks.
  • Proficiency with portfolio management tools such as Microsoft Project Online, Planview, Clarity, Jira Align, or similar.
  • Excellent communication, stakeholder management, and leadership skills.
  • Proven ability to balance strategic oversight with attention to project-level details.

Preferred Qualifications:
  • Experience supporting federal government IT portfolio management programs.
  • Knowledge of federal IT governance, Capital Planning and Investment Control (CPIC), or Technology Business Management (TBM) practices.
  • Familiarity with data visualization tools such as Power BI or Tableau.
