Position Summary

The IT Portfolio & Digital Delivery Manager is responsible for enterprise demand management, portfolio prioritization, and delivery oversight across DDMO's digital and core platforms. This role ensures alignment between business strategy, funding, and Agile execution, while governing delivery of initiatives across claims, employer, provider, and member platforms. The individual should have demonstrated career progression from Business Analyst to leadership roles such as Business Lead, Product Owner, or Project Manager managing large-scale initiatives. This role provides leadership across product ownership practices and is positioned to evolve into a People Manager role, leading a team of Product Owners and Business Analysts.

Essential Functions and Job Responsibilities
• Lead enterprise demand intake, evaluation, and prioritization.
• Align initiatives with DDMO strategic goals, regulatory needs, and funding constraints.
• Own portfolio roadmap and investment planning (run/grow/transform).
• Provide visibility into:

o Capacity

o Dependencies

o Risks

o Delivery timelines
• Drive portfolio governance, reporting, and executive dashboards.
• Facilitate trade-off decisions across competing initiatives.
• Oversee execution across multiple Agile teams and product lines.
• Ensure delivery aligns with portfolio priorities and timelines.
• Manage cross-program dependencies and risks.
• Track milestones, releases, and overall portfolio health.
• Guide and standardize product ownership practices.
• Ensure backlogs align with portfolio priorities.
• Provide oversight (not day-to-day ownership) of:

o User stories

o Backlog health

o Business alignment
• Act as escalation point for product and delivery issues.
• Prioritize and drive enterprise automation initiatives, including:

o Claims processing automation

o Call center transformation

o Employer/provider self-service
• Ensure investments deliver measurable ROI and efficiency gains.
• Align automation efforts with portfolio strategy and funding.
• Apply program/project management discipline at portfolio level.
• Manage:

o Scope across initiatives

o Portfolio-level risks

o Dependencies across teams
• Ensure consistent Agile execution and delivery standards.
• Improve predictability, reporting, and execution rigor.
• Partner with senior leadership to define portfolio priorities.
• Present portfolio health, risks, and trade-offs.
• Align business, IT, and operations on investment decisions.
• Ensure AI and automation investments align with business strategy, governance standards, compliance and requirements.
• Transition into managing:

o Product Owners

o Business Analysts
• Own:

o Performance management

o Team structure and scaling

o Capability development
• Collaborate with architecture, data, and security teams to support responsible and scalable AI adoption.
• Contribute to creating a scalable Product Ownership function at DDMO.

Qualifications

Required
• Bachelor's degree in Business, Computer Science, or related field (preferred)
• 10+ years of experience in Business Analysis or related roles
• Strong experience overseeing complex IT portfolios and cross-functional project delivery.
• Deep understanding of Software Development Life Cycle (SDLC) methodologies and best practices.
• Proven ability to leverage AI technologies and modern digital tools to improve SDLC efficiency, delivery quality, and operational effectiveness.
• Excellent leadership, stakeholder management, strategic planning, and communication skills
• Strong experience in healthcare or insurance domains (dental highly preferred)
• Proven ability to operate across roles: Project/Program Manager, Product Manager, Product Owner, PM, BA, and QA
• Experience leading large, complex enterprise programs
• Deep knowledge of Agile SDLC and Scrum methodologies
• Demonstrated experience in portfolio-level delivery and cross-team coordination
• Exposure to IT portfolio management and demand prioritization
• Strong background in digitization, automation, and operational transformation
• Strong analytical and problem-solving skills
• Experience working with offshore and vendor teams
• Strong understanding of data analysis and reporting tools
• Strong stakeholder management and communication skills

Preferred
• Experience in dental insurance platforms, claims processing, or provider systems
• Background in digital transformation or core system modernization
• Familiarity with tools such as JIRA, Confluence, Azure DevOps
• Experience in large enterprise or highly complex environments

Work Conditions

Physical Requirements
