DescriptionGENERAL DESCRIPTION OF POSITION
This is a highly technical position, requiring skills necessary to deal with all aspects of physical security, networked systems, firewalls, security tools and servers including configuration, troubleshooting/repair, installation, and maintenance for Information Technology, Public Works, Airport, Electric & Water SCADA. This position encompasses technical support, customer service, computer equipment inventory, network security, operations technology, ICS, and SCADA. Reports to the Assistant Director of Cyber & Physical Security Examples of Duties ESSENTIAL DUTIES AND RESPONSIBILITIES1. Monitors Physical Access Control Systems including network, hardware and software. Develops and maintains physical security standards and ensures compliance with regulatory requirements. This duty is performed Weekly.
2. Responsible for installation, configuration, data analysis, repair, maintenance, and upgrade of the Network Video Recorder (NVR) system and cameras used for site monitoring and security. This duty is performed Weekly.
3. Manages and maintains contracted security guard force to ensure all post orders and duties are fulfilled. This duty is performed Weekly.
4. Responsible for analysis, design, configuration, security, implementation, diagnostics, performance tuning, installation, configuration, diagnosis, repair, maintenance, and upgrade of SCADA network including all hardware, application software, operating systems, and peripheral devices. This duty is performed Weekly.
5. Conducts vulnerability assessment and analysis to networked devices and provide remediation plans.
6. Develops and maintains appropriate data backup and recovery strategy and procedures for internal networks and systems.
7. Maintains and implements network switches, wireless access points, firewalls, and other network equipment from various vendors and manufactures.
8. Responsible for maintaining full IT and OT network documentation including network diagrams with detail describing functionality of all network components and inter-relationships as well as computer networking standards and procedures.
9. Responsible for maintaining an accurate asset inventory of all IT and SCADA network systems.
10. Required to work overtime, or alternate hours as necessary for the efficient operation of the IT and OT networks.
11. Leverage current and emerging threat information to better prevent, detect, and respond to security events.
12. Ensure that all monitoring and response efforts are clearly and consistently documented and retained for historical analysis and reporting purposes
13. Evaluates new technology and products and makes recommendations for the enhancement and expansion for pro-active network security and growth.
14. Sets up and configure real-time monitoring of all mission critical devices on the IT and OT networks.
15. Acts as the primary Subject Matter Expert for compliance with regulatory standards and best practices such as NIST, AWIA, NERC-CIP, CIS, etc.

EDUCATION AND EXPERIENCE Graduation from an accredited 4-year college with major coursework in Computer Engineering or related field. Minimum of 2 - 4 years of paid experience in administration or management of computer hardware, software, and networking.
Must possess Network+ and Security+ certifications.
An equivalent combination of training and professional experience may substitute for educational requirements.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONSMust possess and maintain a valid Florida Operator Driver's License with an acceptable driving record.
