Job Description

SAIC is seeking a IT Infrastructure Operations Engineer located in Pearl City, Hawaii to support USPACOM to lead and execute complex IT infrastructure installations at secure government facilities across the U.S. Pacific Command Area of Responsibility, with primary locations in Oahu, Hawaii, Guam, Japan, Thailand, and the Philippines, as well as provide comprehensive on-site technical execution, field engineering, and project management to manage the end-to-end transition of designated IT sites from physical construction into full operational production.

JOB DESCRIPTION
  • Field Deployment & Project Control: Lead on-site regional installations, applying agile frameworks and field engineering best practices to design, maintain, and execute the Integrated Master Schedule (IMS), Work Breakdown Structure (WBS), and risk/issues registers.
  • Systems Engineering & Configuration: Perform hands-on field engineering oversight and maintain a robust Configuration Management (CM) program for all network circuits, commercial demarcations, and IT hardware; develop and verify detailed rack elevation diagrams, power distribution, and thermal/cooling calculations on-site.
  • Secure Logistics & Site Preparation: Partner with logistics teams to navigate complex international customs, ITAR/EAR compliance, and secure shipping protocols to receive, stage, and deploy TS/SCI-level equipment into foreign host nations.
  • Security & Accreditation: Facilitate field-level compliance with Intelligence Community Directive (ICD) 705 standards for Sensitive Compartmented Information Facilities (SCIFs) and coordinate the creation of Risk Management Framework (RMF) artifacts to secure and maintain the Authorization to Operate (ATO).
  • Site Coordination & Stakeholder Management: Serve as the primary field liaison, facilitating weekly In-Progress Reviews (IPRs) and technical exchange meetings (TEMs) with government leadership, host-nation representatives, and on-site engineering teams to ensure project alignment.


Qualifications

REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelors and five (5)+ years of related experience; experience accepted in lieu of degree.
  • Experience managing complex IT infrastructure deployments, site activations, or field engineering teams in a DoD or Intelligence Community environment.
  • Experience with IT hardware systems engineering, including Cisco networking, fiber-optic cabling standards, VoIP/VTC infrastructure, and high-assurance cryptographic devices (TACLANE).
  • Experience with SCIF physical security requirements, military construction (MILCON) coordination, and Intelligence Community Directive (ICD) 705 standards.
  • Experience navigating international customs, ITAR/EAR compliance, and defense logistics for shipping secure IT equipment within the U.S. Pacific Command.

REQUIRED CERTIFICATIONS:
  • Must possess a current DoD 8570 IAT Level II certification (e.g., Security+ CE, CySA+, CCNA Security, or higher) prior to start date.
  • Active PMP (Project Management Professional) or ITIL v4 Foundation certification is highly preferred.

REQUIRED CLEARANCES:
  • Must be able to obtain a full Secret Clearance; Interim Secret required prior to start, SAIC will help to obtain.
  • Must have current US Citizenship.
