Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA WHITE HOUSE COMMUNICATIONS AGENCY.

Duties

Help

  • Provides government oversight for contract support, leading efforts to improve agency software applications and Enterprise Core Services.
  • Analyzes and documents user requirements to identify needs, evaluates technical feasibility, suggests alternate approaches, and develops solutions in terms of software design.
  • Provide management and expertise of hardware and software components supporting virtualization and storage technologies.
  • Performs design, engineering, deployment, implementation, and maintenance on virtualization and storage technologies.
  • Ensures that government and team technical activities follow established organizational standards, procedures, policies, regulations and guidance.

  • Must be a U.S. Citizen.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • Incumbent must be cleared for Category Two Presidential Support Duty based on a "Yankee White" Single Scope Background Investigation (SSBI).
  • Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • Incumbent is subject to drug testing upon entry into this position and on a random basis thereafter.
  • Incumbent must physically report to their duty station in certain situations where non-essential employees are excused.
  • Incumbent may be placed in a 24/7 standby or recall status and be required to carry a mobile phone or other similar device to be directly recalled to duty from a recall roster.
  • Incumbent may also be required to physically report to an alternate duty station during the activation of a Continuity of Operations (COOP) Plan.
  • Incumbent may be required to perform duties after hours, weekends and holidays.


Qualifications

Basic Requirement:

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards

Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs

Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience

Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions

Qualifying Experience:

In addition to meeting the basic requirement, applicants must possess qualifying experience. To qualify based on your experience, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the GG-13 position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level (GG-12) in the federal service.

Qualifying experience is defined as:

Experience in analyzing user requirements, evaluating technical feasibility, or developing software design solutions to improve enterprise applications and core services.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II, minimum). Prior to selection, the applicant must be pre-screened for PSD suitability. Prior to PSD Incumbent must have Top Secret security clearance based upon a Single Scope Background Investigation (SSBI) and be eligible for access to Sensitive Compartmented Information (SCI) when specifically required and must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

This position is NOT subject to the limitations imposed by the DOD Priority Placement Program per Memorandum dated 09 MAR 2018.

Education

There is no substitution of education for specialized experience at the GS-13 grade level.

  • A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
