This is a hybrid position where most of the work allows for teleworking.
However, you must reside in the state of Washington and travel to in-person activities, meetings, and events as needed for business purposes. The work schedule is a 40-hour workweek. However, the incumbent is occasionally expected to adjust their schedule and work additional unscheduled hours as needed to meet business demands.

Business Analyst Journey is a multi-function position that provides professional and technical services for DES enterprise- and division-specific systems. The position is delegated as the highest levels of responsibility to identify, plan, coordinate and implement all necessary business analysis services for broad program areas and complex business processes. The incumbent engages with end-users to executive leadership throughout the development lifecycle ensuring customers' needs are heard and met. The Business Analyst ensures end-users are prepared to receive the new technology (or business process) and DES is ready to support them. The position mentors and trains other Business Analysts.
This role is the liaison between business units and technical staff to develop systems which assist state agency staff in meeting their program goals. You will be responsible for performing business analysis activities for custom-built, SaaS, and COTS solutions, along with business process improvements projects as assigned. This includes but is not limited to providing consultation and business expertise for the analysis, documentation, testing and implementation of application systems and process improvements agency wide.
Duties Duties and responsibilities associated with this position included:- Facilitates consultation interviews with customers to determine the business problems
- Conducts stakeholder, user interviews, and requirement gathering sessions
- Translates business needs into functional requirements that are mutually understood by technical staff and project team members
- Facilitates and elicits requirements using different methodologies such as Agile or waterfall
- Gathers business requirements, appropriate to the scope of the solution, including functional, non-functional, IT Security, and Accessibility requirements
- Leads, participates, or collaborates in Business Process Analysis, Usability, and Transition Management activities with customers and external agencies, if applicable
- Communicates with clear and concise written and verbal skills and elicits requirements utilizing visual models and workflow diagrams
- Produces and provides various standard Business Analysis documentation such as:
- Context Diagram
- Value Stream Map
- Business Process Flows
- Solutions Requirements Specification
- Use Cases
- User Stories
- User Acceptance Criteria
- Design Documentation

- Establishes and maintains working relationships with our business partners and their team members
- Asks probing questions to understand and document the root business problem and/or need facing the customer
- Creates or reviews standard Quality Assurance (QA) and User Acceptance Testing (UAT) plans, test cases and scripts
- Performs testing to ensure the requirements are met
- Partners with the business, technical team, and successful vendors through the configuration and implementation of the solution
- Develops and implements training curriculum for new technology solutions
- Develops user education training plan, user manuals, and other user support documentation
- Conducts training by preparing and delivering quality presentations, and/or workshops to users
QualificationsRequired Qualifications, Education, Experience, and CompetenciesTo meet qualifications for this position, applicants must have a total of 5 years of experience, or a combination of experience and education.(OPTION 1)Five (5) years of demonstrated experience in performing business analysis functions including: elicitation, tracking, and documentation of business requirements; development of business process models, mock ups, epics, features, user stories and acceptance criteria, test cases, training materials and provide training to customers; performing as a liaison between business and technical staff; providing critical analysis of complex systems and business processes, functions, inputs and outputs, environments and visually documenting those processes.
(OPTION 2)Associate's degree OR equivalent two (2) years of vocational training in a related field.
AND Three (3) years of information technology experience in performing business analysis functions including: elicitation, tracking, and documentation of business requirements; development of business process models, mock ups, user stories and acceptance criteria, test cases, training materials and provide training to customers; performing as a liaison between business and technical staff; providing critical analysis of complex systems and business processes, functions, inputs and outputs, data analysis, technical environments and visually documenting those processes.
(OPTION 3)Bachelor's degree in computer science, Information Systems or related technical/business discipline.
ANDOne (1) year of information technology experience in performing business analysis functions including: elicitation, tracking, and documentation of business requirements; development of business process models, mock ups, user stories and acceptance criteria, test cases, training materials and provide training to customers; performing as a liaison between business and technical staff; providing critical analysis of complex systems and business processes, functions, inputs and outputs, data analysis, technical environments and visually documenting those processes.
