OverviewChenega Services & Federal Solutions LLC, a Chenega Professional Services company, is looking for an IT Business Analyst to support the Division of Workforce Development (DWD) who provides leadership in science, public health practice, and education. This position shall provide technical and programmatic support to PHWB program management activities including use of an updated comprehensive program management system; maintenance of data-related program policies and development of new ones; and support for PHWB fellowship program activities (including data extraction, management, and analysis).

Responsibilities
Duties and Responsibilities:
- Task 1: Use of a comprehensive fellowship program management system – IT Business Analyst
The Contractor shall use the comprehensive fellowship program and data management system to support program operations and activities:
Work with Division, Branch, and program staff on data management from eFMS.
Monitor application activity in eFMS and address technical issues.
Prepare host site and fellow applicant data for program leadership review, panel reviews, fellowship interviews, and match/selection processes.
Manage application data to support reporting of metrics and other requested data to Branch and Division leadership.
The Contractor shall develop and maintain PHWB fellowship program policies and procedures by:
Maintain as needed updating an ongoing process to ensure all program policies, work instructions, and forms are current in the eFMS system regarding program requirements and program operations and report progress monthly. (deliverable)
Work with branch leadership and fellowship program leads to perform annual review of existing policies, common data elements, work instructions, and forms to identify that that need to be created, revised, or archived, and document these in a report. (deliverable)
Prepare and update of Standard Operating Procedures for PHWB fellowship program business program activities for host site and fellow recruitment, selection, and tracking in the eFMS system(s). (deliverable)
Task 2: Support of quality improvement and program evaluation efforts – IT Business Analyst
The Contractor shall follow PHWB fellowship management quality improvement (QI) and program evaluation activities by:
Oversee annual review of existing quality improvement activities to evaluate whether they meet current and anticipated program needs and use of findings to develop an annual QI action plan. (deliverable)
Work with PHWB fellowship program leads to develop a progress report on QI activities and accomplishments related to fellowship management system activities. (deliverable)
Maintain a schedule of QI meetings to discuss the progress report and plan for upcoming QI activities.
Task 3: Support of PHWB Fellowship Program operations – IT Business Analyst
The Contractor shall, under management instructions:
Collect, compile, review, and process fellowship host site and fellow applications, onboarding, and out-processing materials as part of the comprehensive fellowship management process.
Maintain a shared PHWB file management system and data management system.
Fulfill data calls from partners, division staff, and others.
Maintain program materials and data that are stored electronically.
Qualifications
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
- Bachelor’s degree in a relevant field
- 7+ years of experience

- Ability to use SAS, R, and the following Microsoft products: Access, Word, PowerPoint, Excel, Publisher, and SharePoint and their graphical components to develop, edit, analyze, and prepare reports for print or electronic distribution.
