Job Summary

This position exists to formally project manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis. Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and enterprise software applications.

The incumbent will be the focal point for project and/or program initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT.

This position is telework eligible for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles of less from the primary work location to be eligible for telework. Telework arrangements and policy updates may be adjusted based on business needs.

This position requires a minimum of four (4) years of experience in performing IT project management functions.

Experience must include:

  • Leading and scaling Agile practices across multiple workstreams, including coaching teams and stakeholders to adopt consistent Agile frameworks, establishing consistent delivery practices, and executing ceremonies, release internal controls, and metrics across multiple teams.
  • Managing multiple IT initiatives or projects simultaneously, including coordination of dependencies, timelines, and resources.
  • Aligning technology initiatives with business needs, priorities, or strategic goals.
  • Leading cross-functional teams, facilitating, and coordinating with technical staff, business stakeholders, and vendors.
  • Identifying and proactively managing risks, issues, and dependencies across complex initiatives.
  • Demonstrated ability to communicate effectively with both technical and non-technical audiences, including translating business needs into technical requirements and reporting on status, issues and risks to various stakeholders.
  • Strong collaboration and problem-solving skills, with a customer-focused approach and ability to navigate complex or ambiguous environments.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.

Preferred Qualifications
  • Experience managing IT programs or portfolios, including prioritization, resource alignment, and outcome tracking.
  • Experience working in a public sector or government environment, including familiarity with policies, standards, or regulatory requirements.
  • Experience coordinating vendor-led implementations, including managing deliverables and integration with internal systems.
  • Experience supporting technology adoption or organizational change, including communication, training, or stakeholder engagement.
  • Experience with data initiatives, system integrations, or enterprise platforms (e.g., M365, identity systems, Power Platform, or similar tools).
  • Experience using project or program management tools (e.g., scheduling tools, portfolio tools, dashboards) to track progress and outcomes.
  • Agile certifications (e.g., SAFe, Scrum, Kanban, or similar frameworks).
