Position Summary This position provides the most advanced level technical expertise and project management for applications professional IS work that supports all phases of the systems development life cycle, which includes development, implementation, testing, and maintenance of multi-platform including mainframe and web applications in the FESTS Application Development Services Section of DCF BITS. Responsibilities include project management, research & analysis, investigation of parameters and developing prototypes for employing new web technologies into systems development projects, solution evaluation & recommendation, project planning, development, implementation for large innovative complex web projects interacting with mainframe programs and leveraging DB2 mainframe data. The projects follow mandatory federal Office of Child Support Enforcement (OCSE) project development and reporting requirements utilizing a rigid system development life cycle methodology.

Salary Information The starting salary is between $50.62 and $60.00 per hour ($105,289 and $124,800 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment.
Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.The pay schedule/range is 07-32. A one-year probationary period may be required.
Job Details Due to the nature of the position, final candidates will be required to complete a comprehensive fingerprint-based background investigation to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications Minimally qualified applicants will have:- Project management experience utilizing all phases of the Software Development Life Cycle (SDLC) (e.g., assigning or delegating responsibilities, defining milestones and deliverables, monitoring activities and timelines, evaluating and reporting on accomplishments, etc.).
- Experience leading an effort to evaluate, select, and implement a new technology solution for an organization.
- Experience working with customers to identify and refine business requirements and perform related requirements analysis (e.g. evaluating existing processes and technical impacts).
- Experience developing and designing distributed web applications using .NET framework interfacing with a relational database (such as DB2, SQL Server).
Well-qualified applicants will have:- Experience working with large, complex systems (e.g. Cloud and Distributed, systems with over 400 tables) in any of the following industries: insurance, government or health care.
- Experience interacting with technical support, operations, and other third-party teams including outside vendor staff to ensure coordination of efforts between teams.
- Experience utilizing and administering Azure DevOps to manage project lifecycle
