The role defines and executes the operational strategy for BA billing in alignment with Order to Cash (OTC) and finance priorities, overseeing invoice readiness, contract interpretation in partnership with Contracts/Legal, billing schedules, and period-end performance to safeguard revenue recognition and cash flow integrity.

The Manager monitors invoice queues, backlog, cycle times, and service levels, rebalancing resources to meet close deadlines and reviewing complex or high-risk invoices prior to release to mitigate billing errors and customer disputes. The Manager will support the 1LMX transition which includes leading the team through testing cycles, go-live implementation, and hypercare support.

A core accountability is enforcement of enterprise billing standards, internal controls, and governance frameworks, ensuring adherence to contractual and customer requirements, including government compliance obligations where applicable (e.g., FAR/CAS, documentation retention, and audit readiness). The role partners with Legal, Compliance, Internal Audit, and Accounting to support audits, controls testing, and remediation activities (e.g., DCMA/DCAA inquiries), and partners with Supply Chain, IT, and broader OTC stakeholders to align BA billing execution with broader GFS objectives and transformation initiatives. In addition, the Manager leads and develops Associate Managers, Supervisors, and staff, fostering accountability, operational excellence, and continuous improvement, and advancing automation and standardization initiatives that enhance productivity, billing accuracy, compliance integrity, and overall financial performance.
