DefinitionThe City of Missouri City, known as the "Show Me City," is seeking an Internal Services Director to provide executive leadership, strategic planning, and operational oversight for the City of Missouri City's Fleet Services and Facilities Maintenance divisions. This position is responsible for managing capital assets that support internal city functions, ensuring service efficiency, regulatory compliance, and optimal lifecycle management of city-owned vehicles, equipment, and buildings.
The Internal Services Director provides executive leadership, strategic planning, and operational oversight for the City of Missouri City's Fleet Services and Facilities Maintenance divisions. This position is responsible for managing capital assets that support internal city functions, ensuring service efficiency, regulatory compliance, and optimal lifecycle management of city-owned vehicles, equipment, and buildings.
Reports to: Chief Information & Communications Officer or as determined.
Examples of WorkStrategic Leadership and Administration- Directs the overall operations of Fleet and Facilities divisions, including staff supervision, budget development, and long-range planning.
- Develops and implements policies, procedures, and performance metrics that align with City goals and best practices in asset management.
- Advises executive leadership on major capital investment, infrastructure planning, and operational improvements.
- Coordinates with other City departments to align internal services with evolving organizational needs.
Fleet Services Oversight - Manages the procurement, maintenance, and disposal of the City's fleet, including police, fire, utility, and general government vehicles.
- Ensures compliance with federal, state, and local regulations governing vehicle safety, emissions, and fuel efficiency.
- Develops and maintains preventive maintenance programs, fuel systems management, and fleet lifecycle tracking systems.
- Explores and implements innovative fleet technologies, including electrification and sustainability initiatives.
Facilities Maintenance Oversight- Supervises maintenance, renovation, and repair of City-owned buildings and facilities.
- Oversees building systems management such as HVAC, electrical, plumbing, and security to ensure operational efficiency and safety.
- Manages contracts for custodial, security, and major facility construction/renovation services.
- Ensures ADA compliance, safety inspections, and adherence to building codes and energy standards.
Staff Leadership and Development- Leads, mentors, and evaluates team members; fosters a culture of accountability, continuous improvement, and customer service.
- Promotes training, development, and succession planning within both divisions.
- Maintains effective communication with elected officials, department heads, vendors, and the public.
Education, Experience, or Certification - Bachelor's degree from an accredited college or university in Public Administration, Business Management, Engineering, Facilities Management, or a related field.
- Master's degree preferred.
- Seven (7) years of progressively responsible leadership experience in fleet or facilities management,
- Three (3) years in a supervisory or executive role.
- Certified Automotive Fleet Manager (CAFM), preferred
- Certified Facility Manager (CFM) or equivalent, preferred
- Project Management Professional (PMP), preferred
