Job Title: Interim Director of Human Resources

Industry: Nonprofit / Public Private Partnership

Location (city, state): Washington, DC (fully remote with preference for candidates local to Washington DC)

Assignment Type: Contract with potential to convert, based on performance and business need

Pay: $60 to $70 per hour

Work Schedule: Full time, 40 hours per week, core hours 8:30am to 5:30pm ET

Job Description:

Our client is seeking an experienced Interim Director of Human Resources to own the HR function end to end. This person will serve as the internal subject matter expert on all things HR, partnering closely with executive leadership to shape strategy while keeping day to day operations running smoothly. The role oversees a team of two and touches everything from benefits and compliance to recruiting and performance management.

Key Responsibilities:
  • Own the design and execution of HR strategy, programs, and services across the organization
  • Oversee administration and integrity of the HRIS platform
  • Serve as lead payroll administrator, overseeing the work of an outsourced payroll provider and confirming accuracy each cycle
  • Direct the performance review process and partner with managers on goal setting that ties back to organizational priorities
  • Negotiate and manage the employee benefits program, serve as primary liaison to carriers, and present recommendations to senior leadership and the Board
  • Lead full cycle recruiting efforts and act as the main point of contact for outside staffing partners
  • Build and refine onboarding and orientation programs
  • Advise leadership on compensation analysis, promotion criteria, job description design, and organizational change initiatives
  • Monitor hiring, promotion, compensation, and disciplinary practices for compliance with federal, state, and local regulations
  • Consult with legal counsel on sensitive personnel matters to reduce risk
  • Develop and manage the annual HR departmental budget
  • Supervise, coach, and develop HR team members while fostering an engaged and inclusive team environment
  • Maintain required recordkeeping and reporting in line with legal requirements

Qualifications:
  • 10 or more years of progressive HR experience, including prior supervisory responsibility
  • Prior experience at the Director level strongly preferred
  • Demonstrated strength in benefits administration, employee relations, and compliance
  • Direct experience navigating multi state employment law, including California, New York, and Puerto Rico
  • Working knowledge of HRIS platforms and payroll systems; experience with Paycom is a plus
  • Comfort with the structural side of employee experience, including compensation analysis and job architecture
  • Proficiency in Microsoft Office
  • Bachelor's degree, preferably in Human Resources or a related field, or equivalent experience
  • Master's degree or SHRM certification is a nice to have
  • Excellent written and verbal communication skills with the ability to adjust tone across audiences
  • Proven ability to solve complex problems, set standards, and write policy
