Position Overview

This position is accountable for the development and administration of department initiatives related to the planning, development, and deployment of multi-modal Intelligent Transportation Systems (ITS) initiatives.

Essential Functions

  • Develops and maintains a system to manage federal and state Intelligent Transportation System (ITS) grants.
  • Prepares and manages ITS contracts for which the ITS Program Office is responsible.
  • Serves as lead ITS Program Office contact in working with federal agencies in the preparation of ITS project applications, preparation, performance of contracts, and financial oversight responsibilities.
  • Conducts budget analysis and projections relating to departmental and Illinois ITS needs.
  • Maintains and ensures the currency and quality of departmental records for ITS projects.
  • Provides administrative oversight and technical support for projects assigned by the ITS Unit Manager.
  • Serves as project manager for ITS initiatives assigned by the ITS Unit Manager.
  • Provides financial, funding, and grant management support and oversight for ITS projects being planned, deployed, and operated by department highway districts and bureaus statewide.
  • Works with both internal and external parties to maximize the development and deployment of ITS projects.
  • Performs necessary tasks to ensure prompt payment and receipt of funds for ITS projects.
  • Performs outreach and training to maintain the department's lead position in ITS projects, including participation on regional, statewide, multi-state, national, and international ITS coalitions and task forces.
  • Provides in-house technical expertise and guidance on ITS applications that enhance the safe, effective, and optimal operation of the Illinois surface transportation system.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conductive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.


Minimum Qualifications

  • Completion of a bachelor's degree majoring in business administration, communications, economics, information technology, public finance, or public administration PLUS three years of experience in project planning and programming OR Eleven years of experience in project planning and programming.


Preferred Qualifications

  • Ability to present technical information to others with clarity and precision.
  • Comprehensive knowledge of Intelligent Transportation Systems (ITS) and the project planning process.
  • Strong Microsoft Excel and Microsoft Word skills.
  • Ability to plan, organize and execute administrative or technical program requirements.
  • Strong oral and written communication skills.


Conditions of Employment

  • Requires a valid driver's license.
  • Requires occasional overnight travel, both in and out of state.
  • Requires successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
