Job Title: Intelligence Planner

Location: Washington, DC

Program Overview:

Support U.S. Customs and Border Protection's Office of Intelligence (OI) by leading planning and integration across OI priorities. Intelligence Planners develop and manage intelligence assessments and plans, align operations with Priority Intelligence Requirements and Key Intelligence Questions, drive cross-component coordination, and support crisis/contingency planning to advance CBP's intelligence-led mission.

Job Duties:
  • Enterprise planning and assessments
    • Develop and manage intelligence assessments that support OI long-range Training, Employment, and Engagement Plan (TEEP) execution.
    • Assess intelligence capabilities, identify shortfalls, and recommend mitigation strategies.
  • Operational integration
    • Serve as OI representative to Operational Planning Teams and working groups; ensure information sharing across adjacent staff sections and stakeholders.
    • Coordinate with the Collections Management Branch to monitor and update national/theater collection plans aligned to priority intelligence requirements and current assessments.
  • Products and doctrine
    • Support and assist development of Annex B (Intelligence), intelligence estimates, collection/production requirements matrices, operational plans, CONOPS, contingency plans, and crisis response artifacts.
    • Document assumptions, risks, and dependencies; maintain planning timelines, milestones, and decision points.
  • Governance and reporting
    • Track alignment to priority intelligence requirements and provide bi-weekly/monthly status inputs and metrics.
    • Ensure compliance with DHS/CBP policy, standards, and tradecraft.

Minimum Qualifications:

  • Active DoD Secret (or DHS equivalent) and ability to obtain/maintain TS/SCI if mission requires.
  • Bachelor's degree in Intelligence Studies, International Affairs, Security Studies, Emergency Management, or related field (or equivalent experience).
  • 3+ years in intelligence planning, operations planning, or mission integration within DHS, DoD, IC, or law enforcement.
  • Demonstrated experience developing intelligence plans/assessments, coordinating across components/partners, and aligning activities to priority intelligence requirements.
  • Strong written/oral communication and briefing skills; proven ability to translate complex intelligence into operationally relevant guidance.


Desired Qualifications:
  • Experience supporting border security, TCOs, human smuggling, illicit finance, narcotics, CI/CT, or trade/travel domains.
  • Familiarity with DHS/CBP planning processes, requirements management, and enterprise tasking/metrics.
  • Knowledge of structured analytic techniques and risk-based prioritization; experience collaborating with collection managers, GEOINT teams, and data scientists.
  • Proficiency with Microsoft Office and planning tools; familiarity with GEOINT or data-driven products a plus.
