In this position you will serve as a technical authoritative expert in Collection Management (CM), supporting the CBP Collection Management process by performing various intelligence assignments/duties relating to CM - both Collection Requirements Management (CRM) and Collection Operations Management (COM) - within the CBP IE. Incumbent provides CBP operators and analysts with CM support and collection reporting tailored to their needs. This position starts at a salary of $87,061.00 (GS-11, Step 1) to $135,657.00 (GS-12, Step 10) with promotion potential to $161,313.00 (GS-13 Step 10).

Major Duties for this position include, but are not limited to:
- Managing requirements as an All-Source Collection Requirements Management (CRM) subject matter expert from multiple intelligence disciplines in accordance with the Tasking, Collection, Production, Exploitation, and Dissemination (TCPED) process, which supports CBP analytical intelligence needs;
- Developing, validating, submitting, and managing all-source collection requirements utilizing various intelligence requirement systems;
- Applying an in-depth knowledge of all-source (Geospatial Intelligence (GEOINT), Signals Intelligence (SIGINT), Measurement and Signature Intelligence (MASINT), Open-Source Intelligence (OSINT), Human Intelligence (HUMINT)) collection requirements management systems and research databases capabilities;
- Representing the organization on the coordination of issues with law enforcement and intelligence community partners;
- Preparing and presenting formal and informal briefs to senior level officials and groups while serving as an intelligence representative in forums and working groups related to intelligence collection and production issues.

QualificationsGS 11 Experience: You qualify for the
GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Analyzing various travel and immigration patterns and trends including international commerce and supply chain flows; and/or the entities, events, or relationships that impact border security;
- Researching tools, techniques and procedures used to support analysis and production of intelligence products, and establishing the trends, patterns and estimates that enhance situational awareness of decision makers and operators relating to intelligence production;
- Utilizing and showing understanding of federal laws, regulations, directives, and policies relating to the CBP mission, intelligence activities and their application.
GS-12 Experience: You qualify at the
GS-12 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. Examples include experience in
- Assisting with researching internal and external collection requirement systems of record to determine if collection requirements are already articulated and recorded in systems of record;
- Developing collection plans designed to effectively and efficiently utilize collection assets and resources to address validated intelligence requirements;
- Participating in relevant internal and external working groups, boards, and collection management committees, to evaluate, discuss, deconflict, synchronize, test, and validate intelligence collection efforts before they are executed.
Education Substitution: GS-11: You may substitute a Ph.D., an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level or an LL.M., if related. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours
There is no education substitution for the GS-12 grade level.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
- Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/10/2026.
