Intelligence Operations Specialist
GS-13
Cybersecurity and Infrastructure Security Agency (CISA)
Location: Arlington, VA
Clearance: Must be able to attain TS/SCI (not required up front).

Summary:
CISA is seeking an Intelligence Operations Specialist at the GS-13 level to serve as a subject matter expert in counterintelligence operations within the Office of the Chief Security Officer. This position is responsible for conducting threat and vulnerability analysis, supporting the CISA counterintelligence program, and providing intelligence support to protect CISA's personnel, operations, and equities.

Major Duties:
  • Serve as a subject matter expert supporting and executing CISA's counterintelligence (CI) program.
  • Conduct threat and vulnerability analysis, including research and analysis of foreign intelligence entities (FIE) activities and capabilities.
  • Use technical tools to conduct link, temporal, and spatial analysis of patterns of activity; perform counterintelligence research using classified/unclassified systems and databases.
  • Develop, draft, and maintain CI plans, annexes, MOUs, and MOAs.
  • Build collaborative information-sharing networks and alliances with internal and external partners, including federal, state, and municipal law enforcement and the US Intelligence Community (USIC).
  • Gather information and conduct activities to protect against espionage and other intelligence threats; employ CI functional services to detect, deter, neutralize, and exploit FIE activities.
  • Develop and deliver CI training and awareness for CISA personnel and partners; plan and evaluate CI training events.
  • Debrief, interview, and elicit information from personnel to obtain intelligence, security, and investigatory value; prepare reports documenting findings.
  • Analyze CI threats and vulnerabilities, determine risk levels, and recommend mitigation strategies.
  • Conduct CI investigative activities in accordance with laws, policies, and departmental guidance.
  • Engage with CISA, DHS, and USIC partners to develop and implement CI policies and initiatives.
  • Prepare and present intelligence assessments, briefings, and reports to senior leadership and stakeholders.
  • Perform other duties as assigned.

  • Producing threat and vulnerability assessments and intelligence products.
  • Coordinating with internal and external partners on intelligence and CI matters.
  • Delivering CI training and awareness programs.
  • Preparing and presenting intelligence reports and briefings.
  • Demonstrated skill in written and oral communication, analysis, and interagency collaboration.

Clearance: Must be able to attain TS/SCI (not required up front).
