Overview

Credence has an immediate need for an Integrated Product Support Manager who will be primarily responsible for supporting F-35 OZJ (FMO) at Wright Patterson AFB, OH.

The AFLCMC Commander Directed Projects Office (AFLCMC/OZJ) executes AFLCMC/CC-directed projects to provide rapid, informed responses supporting decision making and requirements implementation. AFLCMC/OZJ consists of one or more multi-functional teams staffed to complete a specific task, project, or program. AFLCMC/OZJ is currently providing acquisition support to the F-35 and Air Force-Product Lifecycle Management Capability Support Office (AF-PLM CSO) programs, including the F-35A Fleet Management Office (FMO).

The FMO provides and manages AFLCMC/USAF Principal support, conducts the Product Improvement Working Group (PIWG), the F-35A Readiness of Combat Capabilities Review (RoCCR), collects and validates F-35A fleet performance data and metrics, coordinates USAF F-35A POM inputs and funding priorities and executing USAF cost traceability, validation, and predictive cost modeling.

Responsibilities include, but are not limited to the duties listed below

  • Apply knowledge and experience in acquisition logistics philosophy, policies and procedures to Air Force systems, subsystems, and equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycles.
  • Coordinate all logistics elements (e.g., spares, support equipment, training, facilities, technical data, provisioning, etc.) to ensure all integrated logistics support requirements for the F-35 FMO needs.
  • Perform as a key participant in developing long term weapon system supportability approaches that further Government acquisition strategy goals and objectives.
  • Obtain needed logistics resources and participate in site surveys and program reviews.
  • Perform analyses of sustainment or related Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and recommend suitable replacements. Provide support to accomplish the generation, review, and execution of logistics support plans that includes the following: Integrated Logistics Support Plans (ILSP), Life Cycle Sustainment Plans (LCSP), Technical Orders (TOs) and Technical Manuals, Electronic Technical Manuals, Illustrated Parts Breakdowns, Reliability Centered Maintenance Analysis (RCMA) and work specifications to ensure the documentation meets Government logistics support requirements. Participate in integrated logistics support management team meetings, program management reviews, and other related meetings.
  • Apply logistics knowledge to perform various tasks related to the planning, development, implementation, and management of a comprehensive, affordable, and effective systems support strategy.
  • Address all product support elements: 1) Computer Resources, 2) Design Interface, 3) Facilities and Infrastructure, 4) Maintenance Planning and Management, 5) Manpower and Personnel, 6) Packaging, Handling, Storage, and Transportation (PHS&T), 7) Product Support Management, 8) Supply Support, 9) Support Equipment, 10) Sustaining Engineering, 11) Tech Data and TOs, and 12) Training and Training Support.
  • Work with logistics and maintenance control organizations on logistics, supportability, and maintainability programs on issues such as: technical evaluation and identification of weapon systems logistics requirements and resources; implementation of logistics support and maintainability programs or plans; systems acquisition requirements analysis; budgetary or financial analysis and control; lifecycle cost analysis and control; Automatic Identification System (AIS) hardware and software standardization and compatibility; Product Support/Reliability, Availability, Maintainability and Cost (RAM-C) program test and evaluation planning and execution; and, Product Support/RAM-C analysis and assessments in supportability planning, Long Range Development Plan (LRDP), and Plant Clearance Automated Reutilization Screening System (PCARSS).
  • Collect, compile, analyze, investigate, research, and/or apply logistics, maintenance, acquisition or financial data and information. Develop, modify, prepare and/or validate documentation in relation to automated logistics data reporting systems, and management information systems. Run DoD and AF requirements and leveling models to determine the cost changes associated with AF analysis recommendations. Develop prototype models for new repair strategies. Define and refine cost estimates and functional requirements for cost efficiencies.
  • Assist with the development of management plan for O/O+ and depot level maintenance, repair, and overhaul of air vehicle, propulsions systems, and support equipment.
  • Provide management and oversight plan for testing, inspection, and developments in accordance with "Lead the Fleet" schedules and requirements complete. Assist with effective O/O+ maintenance and depot level maintenance scheduling and plans. Provide management and oversight of contracting for commercial maintenance activity process planning is executed. Assist in ensuring maintenance related AR handling, disposition, and resolution process is effective within the FMO to include coordination as required.
  • Provide analysis and execution support for mission changes, maintenance concept changes, and base/mission movements. Perform what-if analysis from an enterprise perspective. Participate in weapon system health meetings, working groups, improvement process teams and other forums.
  • Assist with technical analyses, planning and execution and assist the government in review of technical specifications and documentation in support of Reliability, Maintainability, Quality, Supportability, and Interoperability (RMQSI) efforts to facilitate and update sustainment issues identified as related to the LCSP and Integrated Support Plan.
  • Provide analyses of configuration, deliveries and deficiencies as well as analyze and assist with the integration of training system requirements into production program plans and documentation.
  • Maintain data files for all depot and modification aircraft from cradle to grave. Identify and provide recommendations and/or solutions regarding candidate opportunities to reduce weapons system Total Ownership Costs. Support scheduled and unscheduled depot maintenance and modification tasks and weapons system sustainment activities. Gather and organize required data to support Government in depth technical evaluations and provide recommendations for depot level maintenance and modification requirements.
  • Support trial installations, kit proofs, and TCTO/tech data verification. Report findings, kit issues, and corrective actions and make recommendations to the responsible modification manager.
  • Provide continual assessment of effects of fleet demand, available personnel levels, and operational tempo to support effective management of support operations and continuous process improvement plans. Determine optimal depot capacity and existing and future contracts for specific capacity and capabilities, and accurately forecast depot demand requirements to correctly size depot capacity.
  • Review the LSA documentation for recommended changes to Source Maintenance Recoverability (SMR) Codes from depot to field level or from field to depot level of repair. Take into consideration the availability of adequate technical documentation, support equipment, and skills required to accomplish the repair at the requested level.
  • Monitor and assess the health of individual weapon system, proactively identify supply chain issues, perform in-depth analysis, recommend solutions, and support implementation of recommendations. Conduct analysis to enhance contingency spares and equipment support from an enterprise-level perspective. Integrate the contingency sparing systems and support equipment items across the entire supply chain. Coordinate with DoD agencies, CPP staff, Air Staff, MAJCOM, COCOM operations and maintenance planners to ensure effective and efficient supply support.
  • Analyze GFE)/GFP, support equipment (SE), life support, and demilitarization requirements. Analyze and compare Government and Prime Contractor GFE/GFP plans and schedules with program status to recommend those actions required to comply with plans, identify changes to plans, and recommend corrective actions to resolve problem areas. Apply knowledge of GFP/GFE purchasing to determine cost, develop budgets, process purchasing documentation and resolve issues to ensure adequate asset availability.
  • Ensure that supply systems and procedures are followed IAW DoD/AF guidance. The Contractor shall capture and record all pertinent supply data.
  • Resolve DMSMS issues, research parts availability, establish aircraft parts supply priority, and resolve Mission Impaired Capability Awaiting Parts (MICAP) situations. Identify parts' cost, lead-times and sources of repair or manufacture. Forecast supply support requirements and interface with DLA to coordinate, track and monitor supply status. Use their logistics expertise and DoD and Air Force supply chain knowledge to provide complete logistics support in all aspects of supply system support including accessing applicable systems such as Department of Defense - Electronic Mall (DOD EMALL) D200 and D043.
  • Support and accomplish spares provisioning as required and shall interface with appropriate inventory managers located within a variety of DoD agencies. Ensure that platform spares requirements are identified and shall support the coordination of programming the requisite funding to meet the identified requirements. This includes research of technical data packages and recommended level of maintenance for source maintenance and repair codes.
  • Accomplish technical data management (TDM) and analyses, write reports, recommend actions, or perform any related tasks that provide logisticians the capability to acquire, store and manage in a timely, efficient, cost-affordable manner, the recorded information needed to translate system and equipment design requirements into discrete engineering and logistics considerations, and manage a TO/technical data library.
  • Access/maintain Government electronic technical systems including but not limited to Integrated Electronic Technical Management System (IETMS) and Joint Computer-Aided Acquisition and Logistics Support (JCALS) system.
  • Arrange and support engineering data/TO/commercial manual guidance conferences and in-process reviews. Review, track, and monitor verification and delivery of engineering/technical data; identify requirements for manuals to include military use of commercial maintenance, repair, service, overhaul, and flight manuals, and arrange for printing and distribution of TOs/data and updates.
  • Assist with preparation of AFTO Forms 873, 874, and 875 (and the DoD versions) in the development of TCTOs. Assist in the development of AFTO Form 252 and other related forms and processes required to effect changes/corrections and maintenance of assigned TOs and technical data. This includes review and correction of parts list for modification kit requirements.
  • Identify, review, and analyze deficiencies and ECPs IAW the weapons system contract. Review and analyze deficiency reports (DRs) and assist in conducting root cause analysis of the supply chain in order to identify any problems and areas for improvement. Review recommended tech order changes (AFTO Form 22, Engineering Dispositions), identify potential impacts to the supply chain and provide inputs to Integrated Logistics Support Managers (ILSM), program and fleet managers. Track and monitor TCTOs or the commercial equivalent.
  • Provide support to the sustainment teams through data analysis, acquisition management, procurement and other associated logistics data of critical assets, insurance spares, tooling and related parts and material. Provide support to the development and maintenance of Post-Production Support Plans (PPSP), Post-Production Transition Plans (PPTP) and Transition to Post-Production (TPP). Develop and execute requirements in phased strategies for PPTP and TPP.
  • Support material efforts regarding damage scenarios, recovery, rebuild and depot maintenance, production shutdown, risk mitigation, part configurations, and production asset disposition.
  • Participate in process improvement activities and meetings, to include IPT meetings, stand-up meetings, logistics reviews, PMRs, and other meetings in support of workload requirements. Assist the organization by preparing, and coordinating Program Management Agreements, Service Level Agreements (SLA), MOA/ Memorandum of Understanding (MOA/MOU), SOO, SOW, eSSS, and other program documents or directives as assigned.
  • Support special projects including but not limited to Supportability Operations Review Team (SORT), Executive Steering Group (ESG). Schedule and attend action item reviews prior to SORT and ESG conferences, update/coordinate charters, and monitor and track action items generated from various forums. Setup, coordinate, and facilitate meetings, VTCs, and conferences as needed.
  • Accomplish Depot Source of Repair (DSOR) changes as directed by core activation and other business factor requirements. The Contractor shall provide technical, analytical, and sustainment support for depot activation. The Contractor shall be knowledgeable in software development and depot testing and repair. The Contractor shall use program management tools in order to manage the transitioning workloads impacting Logistics Support Analysis (LSA), peculiar support equipment acquisition, engineering assessments and technical data validation. The Contractor shall track and maintain the depot activation IMS.
