The Opportunity

Black & Veatch is seeking an Instrumentation & Controls Engineering Services Portfolio Lead - Power Generation to serve as the growth, coordination, and advisory focal point for Advanced Power Generation I&C engineering services work.

This role will help grow APG I&C engineering services by triaging services opportunities, shaping early response strategies, supporting order-of-magnitude planning, coordinating targeted services staffing, and improving the discipline's advisory delivery model.

Target 25% of the role will focus on services portfolio leadership, including intake triage, ROM planning, pursuit support, resource alignment, and capability development. The remaining time will focus on billable engineering services execution, including Owner's Engineer support, consulting, studies, specification reviews, equipment evaluations, due diligence, troubleshooting, control system upgrades, plant modernization, procurement support, and construction or commissioning advisory support. #LI-LP1

The Team

The I&C Engineering team delivers instrumentation, automation, digital control systems, turbine controls, modernization, industrial networking, cybersecurity, and operational technology solutions for global power generation projects.

This position supports the Advanced Power Generation solution within BV Operations and works closely with APG Services leadership, project managers, engineering managers, proposal teams, the Chief I&C Engineer, resource leadership, and subject matter experts.

Key Responsibilities

Engineering Services Portfolio Leadership

Serve as the primary intake point for APG I&C engineering services requests by clarifying needs, confirming urgency, routing work to the right resources, and maintaining visibility of demand, priorities, and workload risks.

Provide early direction for services opportunities, including high-level execution approach, order-of-magnitude effort ranges, ROM schedules, and recommended next steps for APG project and engineering leadership.

Support APG I&C resource leadership by aligning engineers to services opportunities, balancing matrixed workloads, communicating resource needs, and providing capability feedback.

Advance scalable services growth by developing repeatable offering concepts, reusable proposal language, standard scope elements, knowledge resources, and onboarding content.

Project Execution Leadership

Lead or support billable APG I&C engineering services engagements, including Owner's Engineer support, consulting, studies, specification reviews, equipment evaluations, due diligence, troubleshooting, control system upgrades, plant modernization, procurement support, and construction or commissioning advisory support.

Develop or support detailed I&C scopes of work, technical approaches, staffing plans, deliverables, schedules, effort estimates, and execution handoffs for approved services assignments.

Coordinate technical input, verification, and review support through the I&C Chief Engineer, APG I&C Resource Leader, discipline leaders, and subject matter experts.

Capture services delivery lessons learned and translate them into stronger execution approaches, estimating bases, tools, client-facing recommendations, and future portfolio guidance.

Management Responsibilities

Supervises work of others. Responsible for hiring, discipline, and pay administration of their subordinates.

Preferred Qualifications

15 years of related engineering experience.

Experience leading or supporting I&C services, consulting, Owner's Engineer, studies, upgrades, modernization, troubleshooting, or client advisory engagements.

Experience developing services scopes, technical approaches, ROM or detailed estimates, staffing plans, schedules, deliverables, proposals, and pursuit materials.

Power generation experience including conventional generation, combined-cycle, simple-cycle, balance-of-plant systems, or plant modernization.

Expertise with DCS, PLC, SCADA, HMI, industrial networking, cybersecurity, automation systems, turbine controls, combustion controls, burner management systems, and control system architecture.

Strong client-facing communication skills with experience supporting business development, technical sales, proposal reviews, client relationship development, training, onboarding, or reusable services content.

Minimum Qualifications

Bachelor's degree in Engineering from a recognized accredited program.

Minimum 11 years related engineering experience.

Active Professional Engineer (PE) or Professional Engineer of Canada (P.Eng.) license required at hire to support Engineer of Record requirements.

Ability to satisfy pre-employment onboarding requirements.

Travel is project, pursuit, and client dependent and may include client meetings, proposal presentations, project reviews, site investigations, technical workshops, services planning meetings, construction or commissioning advisory support, and plant modernization assessments.

Certifications

Holds an active engineering registration or licensure to support engineer of record (EOR) requirements for BV projects in applicable countries, and supports where necessary.
