Job Description

AECOM is seeking a Quality Control Specialist IV (Inspector / Quality Assurance Manager) to be based in the following locations: Denver, CO.

Job Duties:
  • This position requires someone who can confidently support, as Owner's Representative Lead Inspector and Quality Assurance Manager (I/QAM), the day-to-day field observations, inspections, documentation, and reporting, and contract coordination to support the Contractor's successful execution of the construction work, and to assist in delivering a quality product to GSA and DOE/NNSA.
  • The I/QAM, in the role of Quality Assurance Manager shall observe, assess, document, and via daily reports and timely notifications shall recommend for rejection or acceptance construction work that the Contractor is completing. He will review all work for conformance with the contract requirements, and compliance with the approved Construction Documents, applicable codes, standards and guidelines to promote the completion of quality work, enforce the Contractors Quality Control Plan, site safety and security, and to effectively and proactively assist and push the contractor to maintain schedule, control the budget, and preserve quality without compromising operations or security.
  • The I/QAM, in the role of Lead Construction Inspector will serve as the primary independent field inspector, employing their architectural, engineering, or construction background, and previous experience as a lead inspector to confirm work is generally in compliance with codes and industry standards, and that the Contractor and their third-party inspection agents are accurately and thoroughly completing the required testing, inspections, verification and certification of work in place. Our role is to recommend for acceptance construction work that the Contractor has completed which satisfies all contract requirements and is appropriate for acceptance by GSA and DOE/NNSA.

Position Summary:
  • Confidently support a secure technically complex multi-year project observing and reporting on the field activities and the critical project drivers of implementing and maintaining quality, in addition to preserving scope, adhering to the schedule, safeguarding budget, verifying safety, and enforcing security.
  • Coordinate with the onsite AECOM Project Manager and offsite technical staff and specialty inspectors, provide technical quality review of the work, verify the Contractor's implementation of their QC plan and completion of responsible Inspections. Assist in coordinating activities and escorting the interdisciplinary project team in the field. Provide technical feedback and guidance to the collaborative team, upholding company, project, safety and security policies, maintaining close client interface, and ensuring all facets of the project are constructed in accordance with design, budget and schedule, providing frequent, accurate assessments, documentation, and reporting to the GSA project team.
  • Note that while the I/QAM (or any AECOM staff) will not manage or direct the Contractor, they will observe and document the Contractor's management and execution of the work and provide detailed summary of compliance and conformance to GSA. Were required by GSA, the I/QAM will coordinate and manage any Owner-ordered independent supplemental or confirmation testing, and on the Owner's behalf, will monitor and report on quality and progress. The I/QAM will remain responsible for detailed timely communication with the AECOM Project Manager and GSA Project Team to support the delivery of a functionally and financially viable project that will be completed on time, within authorized cost, and to the required quality, and thoroughly coordinate the observation and conformance verification of the construction work.
  • The I/QAM will function as part of the integrated collaborative team that supports the Owner's interests. The I/QAM shall report to the AECOM PM and serve in deference to the GSA Contracting Officer (CO). The I/QAM shall have construction competency and shall possess an architectural, engineering, or construction background, and have previous experience on projects of similar size and complexity as well as satisfy the subsequent conditions and requirements as listed throughout this summary. They will employ their experience in preparing correspondence and maintaining official construction site records and in conducting formal and ad hoc meetings to address and resolve problems on construction projects, and briefing clients and management personnel.
  • The I/QAM shall accurately incorporate active site and market conditions into guidance and impacts to construction costs and time impacts for changes, and to effectively collaborate with Cost Estimator and Scheduler to produce accurate summaries and updates. This includes making materials take-offs for construction work, pricing the value of needed work, evaluating proposals and Bill of materials, negotiating equitable contract adjustments.
  • In-depth knowledge of construction practices and workmanship, including experience in proper uses of construction materials and installation methods.
  • Take responsibility for implementing the AECOM Quality Assurance Plan, constructively reviewing and driving compliance with the Contractor's Quality Control Plan, vetting means and methods, participating in safety briefing/tailgate meetings, developing rapport with the Contractor Project Manager, Superintendent, and Field Team, as well as with the Sub-Contractor and Trade Partner foremen to promote open communication and collaborative problem solving, risk mitigation, and quality and schedule adherence.
  • Report to the AECOM PM any construction progress or activity that might impact schedule and/or special coordination of project interactions among adjacent existing and occupied facilities. Assist in reporting in real time and proactively integrating competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.
  • Plan and act with confidence to the Federal and local government office building projects, with procedural requirements, review requirements, and approval requirements
  • Provide critical support to the AECOM PM in order to provide promote optimal management and administration of the project, objectives, and policies.
  • Experience in preparing correspondence and maintaining official construction site records. Experience in conducting meetings to resolve problems on construction projects, and briefing clients and management personnel.
  • In-depth knowledge of construction practices and workmanship, including experience in proper uses of construction materials and installation methods.
  • In-depth experience in interpreting construction drawings and specifications on construction projects.
  • Ability to accurately incorporate active site and market conditions into guidance and impacts to construction costs and time impacts for changes, and to effectively collaborate with Cost Estimator and Scheduler to produce accurate summaries and updates.
  • Ability and experience in the inspection of materials, workmanship, and construction and installation and participating in the activation / commissioning of various of specialty systems (Building Systems - BAS/DDC and MEP, Fire Life Safety - FA/AFSS, Security - IT/IS, etc) within the inspector's area of expertise.
  • Knowledge of safety practices in the construction industry including a background of familiarity with OSHA safety requirements on construction projects.


Qualifications

Minimum Requirements:
  • BA/BS + 6 Years of relevant experience or demonstrated equivalency of experience and/or education
  • Valid US Drivers license
  • Drug Screen

PREFERRED QUALIFICATIONS
  • 15+ years total experience of which 5+ years must have been in a construction management role including experience providing QA/QC management and on-site inspection on construction projects, or demonstrated equivalency of experience and/or education;
  • Bachelor's Degree in Construction Management, Construction Engineering, Engineering, or Architecture;
  • Professional Engineering Certification, License or Architectural Registration.
  • Prior experience leading the QA/QC and inspection major site infrastructure, horizontal sitework, vertical construction replacement and modernization projects;
  • Prior experience working on GSA and/or other federal agency or government construction projects, including LPOEs, secure military bases/compounds;
  • It is preferred, but not required, that anyone serving in the capacity of a Key or Lead Personnel be a Certified Construction Manager (CCM) from the Construction Management Association of America (CMAA)

  • Due to the nature of this work assignment, United States Citizenship is required for US work authorization.
  • Applicants must be able to successfully pass Federal Adjudication for an HSPD-12 Tier 1 Security Credential.
  • This position is anticipated to be fulltime onsite for a minimum of 60mos up to 78 months. While this position does not anticipate required travel into Mexico, having a US Passport is recommended due to the proximity to the international border.
  • AECOM background screening and fingerprinting will be required.
  • Client background screening and fingerprinting and security adjudication will be required (*)
  • This position does not include sponsorship for United States work authorization, sponsorship is not permitted or available.

  • Work Schedule is TBD but will likely be five (5) weekday / eight (8) hour workday (possible four (4) day / ten (10) hour workday) with some shifts occurring earlier or later to accommodate cooler weather for placement off specific work items (e.g. Concrete flatwork)
