Overview

This position is responsible for the operation, maintenance, and repair of the City's 1,700 miles of water distribution piping, 1,400 miles of wastewater collection piping, and 100,000 service points. The position ensures the safe, efficient, and uninterrupted operation of these systems while maintaining compliance with regulatory requirements established by TCEQ, EPA, and AWWA. Responsibilities include overseeing water and wastewater infrastructure installation and repair, automated meter reading (AMR) systems, metering, system inspections, customer service response, and preventative maintenance. The position also provides technical and administrative support for budget preparation, Capital Improvement Plan (CIP) development, resource management, and major project oversight, while collaborating with City staff and regulatory agencies.

Responsibilities
• Perform administrative responsibilities, including personnel actions, to ensure staff are properly recruited, trained, and licensed
• Direct and oversee staff in all areas of operations, maintenance, construction, and repair
• Monitor employees and crews to ensure productivity, efficiency, and effectiveness in alignment with established department goals and objectives
• Prepare and monitor the annual operating budget and Capital Improvement Program (CIP) by collecting data, developing budget information, and monitoring expenditures throughout the fiscal year
• Provide leadership and direction by planning, assigning, and supervising the maintenance, repair, and operation of the division
• Ensure all work is performed in accordance with CCW standard operating procedures, AWWA, TCEQ, EPA, and other applicable state and federal regulations
• Collaborate with staff to develop and implement training programs applicable to CCW operations and regulatory requirements
• Prioritize capital improvements and provide recommendations to executive staff based on operational needs, system requirements, and department goals
• Identify operational needs and initiatives and coordinate in-house and capital improvement projects to support department goals
• Collaborate with outside consultants and City staff to ensure the successful planning, coordination, and execution of major projects

Position Type and Typical Hours of Work
• Exempt - Full-Time - 40-hour work week
• Must be available to work additional hours as needed
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services
