Position Title: Director, Infrastructure and Sustainability Management

Location and Work Schedule: In-person position, flexibility required - morning, evenings, weekdays, weekends and holidays.
POSITION SUMMARYInfrastructure Stewardship & Strategic Planning- Provide strategic leadership for the stewardship, operation, renewal and sustainability of the University's buildings, infrastructure, utilities, grounds and physical assets.
- Develop and implement long-term infrastructure and operational strategies aligned with the University's Strategic Plan, Campus Master Plan, sustainability commitments and institutional priorities.
- Establish infrastructure priorities, service standards and performance expectations that support operational excellence, risk management and continuous improvement.
- Advise senior leadership on infrastructure priorities, operational risks, service requirements and long-term resource needs.
Facilities Operations & Infrastructure Management- Lead the safe, reliable and efficient operation and maintenance of University buildings, building systems, utilities, grounds and campus infrastructure.
- Oversee preventative and predictive maintenance programs and the performance of critical building systems, including mechanical, electrical, plumbing, HVAC, life safety, building automation, vertical transportation and site infrastructure.
- Ensure facilities operations comply with applicable legislation, codes, regulatory requirements, accessibility standards, environmental requirements, health and safety legislation and University policies.
- Monitor operational performance and implement improvements that enhance service quality, reliability, efficiency and continuity.
Sustainability & Environmental Stewardship- Lead facilities and infrastructure-related sustainability and environmental stewardship initiatives.
- Develop and implement strategies to improve energy and water efficiency, reduce greenhouse gas emissions and waste, and enhance building and campus environmental performance.
- Advance decarbonization, climate resilience and sustainable infrastructure initiatives in support of the University's sustainability objectives.
- Establish performance measures and reporting mechanisms to track progress and promote sustainable operational practices.
Asset Management & Capital Renewal- Lead the University's asset management and lifecycle planning programs, including asset inventories, condition assessments, deferred maintenance and infrastructure renewal.
- Develop and maintain long-term capital renewal plans based on asset condition, lifecycle requirements, operational risk, regulatory requirements and institutional priorities.
- Provide strategic oversight of infrastructure studies, feasibility assessments and capital investment priorities, ensuring effective stewardship of University assets.
- Oversee consultants, contractors and service providers engaged in infrastructure renewal and improvement initiatives, ensuring alignment with scope, budget, schedule, operational requirements and sustainability objectives.
- Evaluate emerging technologies, engineering practices and industry trends to improve asset performance, reliability, sustainability and lifecycle value.
Capital Project Integration & Operational Readiness- Provide operational and technical expertise throughout the planning, design, construction, commissioning and transition of major capital projects.
- Collaborate with Capital Planning & Development to establish operational, technical, sustainability and maintainability requirements for capital projects.
- Review project designs from an operational and lifecycle perspective and lead operational readiness and transition activities.
- Ensure appropriate transfer of asset information, operating documentation, training, warranties and other requirements into facilities operations and asset management systems.
Financial & Resource Management- Develop and manage operating and ancillary budgets for facilities operations, maintenance, utilities, grounds and sustainability programs.
- Develop long-term operating forecasts and capital renewal funding requirements informed by asset condition, lifecycle analysis and infrastructure priorities.
- Monitor financial performance and identify opportunities to optimize service delivery, improve operational efficiency and reduce lifecycle costs.
- Develop business cases and funding requirements for infrastructure renewal, sustainability and operational improvement initiatives.
Leadership, Governance & Stakeholder Engagement- Provide leadership, coaching and direction to managers, supervisors and staff responsible for facilities operations, maintenance, grounds, sustainability and infrastructure management.
- Build organizational capacity through workforce planning, succession planning, professional development and effective performance management.
- Foster a respectful, inclusive and collaborative workplace focused on accountability, continuous learning and service excellence.
- Build effective relationships with faculty, staff, students, University departments, regulatory authorities, external agencies and other stakeholders.
- Represent the University on committees, working groups and professional forums and provide reports, recommendations and briefing materials to senior leadership and governance bodies.
- Manage employee and labour relations matters in collaboration with Human Resources and in accordance with applicable collective agreements, legislation and University policies.
Other duties related to the business of the University as required.
QUALIFICATIONS: Education • Undergraduate degree in Engineering, Architecture, Building Science, Environmental Studies, Facilities Management, or another related discipline.
• Registration as a Professional Engineer (P.Eng.) in the Province of Ontario or Architect (O.A.A) in the Province of Ontario
• Certified Facility Manager (CFM), Facility Management Professional (FMP), Certified Energy Manager (CEM), LEED Accredited Professional (LEED AP), Project Management Professional (PMP), or equivalent.
• Graduate degree in a related field is considered an asset.
• Advanced qualifications in asset management, sustainability, energy management, infrastructure management, project management, or business administration are considered an asset.
• Training and certification related to occupational health and safety, environmental management, or regulatory compliance is considered an asset.
Work Experience • Minimum 10 years of senior experience in infrastructure management, asset management, facilities operations, sustainability, capital planning, or a related field.
• Minimum 5 years of leadership experience managing multidisciplinary teams and complex operations.
• Experience overseeing infrastructure, utilities, building systems, maintenance programs, and asset renewal initiatives.
• Experience developing and managing operating budgets, capital renewal plans, and long-term infrastructure strategies.
• Experience in a post-secondary, or similarly complex institutional environment is preferred.
• Experience working in a unionized environment is an asset.
Skills• Strong knowledge of infrastructure operations, building systems, asset management, lifecycle planning, and capital renewal.
• Knowledge of sustainability, energy management, decarbonization, climate resilience, and environmental stewardship practices.
• Knowledge of applicable legislation, building codes, health and safety requirements, accessibility standards, and environmental regulations.
• Strong financial management, budgeting, forecasting, and business case development skills.
• Excellent strategic planning, analytical, problem-solving, and decision-making abilities.
• Strong communication, presentation, stakeholder engagement, and relationship management skills.
