Summary

Duties

Help

  • You will manage the integration of subsystems, and develop systems testing strategies, plans, or scenarios.
  • You will oversee and provide guidance in the preparation of supporting data needed for the acquisition of hardware, software, communications and services to ensure the best, most cost effective support to users.
  • You will develop short and long-term strategic and tactical plans for systems, networks, and data related to information technology systems, facilities and data center programs essential to maintaining the availability of the U.S. Navy fleet.
  • You will serve as the technical authority and principal advisor for operational technology architecture to the Program Manager and other officials with broader and higher authority on status of projects, progress made, plans, problems and issues.
  • You will develop decision briefs and point papers in support of senior level decisions related to the acquisition and execution of Shipyard Infrastructure Optimization Program (SIOP).
  • You will develop and maintain process to review Industrial Plant Equipment (IPE) procured through SIOP's Capital Investment Program Authority for cybersecurity, supply chain risk management, and advanced manufacturing operations.
  • You will develop and coordinate digital architecture to connect IPE for improved operations, data collection and cybersecurity.
  • You will identify, analyze, and provide contract strategies to eliminate acquisition risks related to program cost, schedule and performance.
  • You will develop, review, interpret and implement programmatic strategy, policy and plans to support overall program acquisition execution for SIOP.

  • This is a Cyberspace Workforce position, work role code 651, 801, 752 , proficiency level Intermediate, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 Equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing or deploying Operational Technology Security Architecture in the Department of War (DoW); Examples of qualifying experience: familiarity with NIST Special Publications 800.53 (Security and Privacy Controls for Information Systems and Organizations), 800.82 (Guide to Operational Technology), and 800.37 (Risk Management Framework); familiarity with Network and Cybersecurity tools, particularly those that specialize in Operational Technology; familiarity with Industrial, Maintenance, or Plant operational environments; and working collaboratively with multiple program offices, business, legal, and contracting offices to develop recommendations for senior leadership consideration in solving complex acquisition program challenges.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at the GS-15, step 05, which is equivalent to $191,850. If your current salary is above this amount, your salary may be matched.
