Summary

This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Information Services Division (ISD).

The incumbent performs a variety of IT functions relating to implementing complex Information Security functionality for applications development, application software testing, and application operations; develops or revises security standards for applications development and support.

Duties

  • Ensures the confidentiality, integrity, and availability of computer systems, and data through the planning, analysis, development, implementation, maintenance and enhancement of information systems security programs, policies, procedures and tools.
  • Investigates security incidents, hacker attacks, attempted break-ins to network hardware and servers for cause and recommends most effective corrective actions.
  • Keeps abreast of new technology (e.g., security products, software development tools and techniques) that have a bearing on security functions and evaluates their impact.
  • Researches virus and intrusion violations and coordinates the resolution with telecommunications specialists and LAN administrators and emergency response team members as needed.
  • Develops policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data.

For this position, individuals must have IT-related experience demonstrating each of the nine competencies listed below.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education listed below.

Specialized Experience Requirement

For the GS-13 grade level: You must have one year of specialized experience equivalent to the GS-12 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: (1) Experience utilizing IT systems security principles, concepts, and methods; (2) Experience with the infrastructure protection environment in order to develop long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.

SUBSTITUTION OF EXPERIENCE WITH EDUCATION IS NOT PERMITTED.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.
