This position is located in the Department of Health and Human Services, Health Resources and Services Administration, headquartered in Rockville, Maryland.

WHAT YOU'LL BE DOING DAY TO DAY

As an Information Technology Specialist, you will:

  • Lead and manage multiple projects including software upgrades, development and enhancements of custom software applications, collaboration tools.
  • Lead or provide requirements analysis, system architecture, secure design and development, testing and implementation of new applications, changes or provide operations and maintenance for the enterprise and bureau-specific systems.
  • Provide architectural guidance, recommendations and strategies to customers and application owners on how to improve performance and scalability of their application and database components.
  • Serve as a Subject Matter Expert (SME) with experience in implementing best practices to secure web applications against security vulnerabilities.
  • Identify IT services or products to meet customer requirements, perform continuous review of services or products delivered to ensure requirements are met and identify opportunities to enhance IT service delivery.

WHAT WE ARE LOOKING FOR

Basic Qualifications: Applicants for the 2210 Information Technology Management series at the GS-13 grade level must have Information Technology (IT) related experience which demonstrates proficiency in the following competencies:

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following:

  • Leading IT projects using Agile methodologies, coordinating with stakeholders and vendors, and ensuring delivery of secure, compliant systems within scope and schedule.
  • Conducting business analysis by gathering, documenting, and translating stakeholder requirements into technical solutions and system specifications.
  • Analyzing requirements and developing/supporting enterprise applications using cloud-based platforms or tools such as Salesforce or .NET including troubleshooting, performance tuning, and service level agreement (SLA) based operations support.
  • Managing security operations such as vulnerability remediation, Plan of Action and Milestones (POA&M) tracking, incident response coordination, and supporting Authority to Operate (ATO) and compliance activities.
