Position reports to: General Manager

Manage or Supervise: IT Support Specialist

Under the general direction of the General Manager, this position is responsible for managing and maintaining all aspects of the Agency's information technologies, including software applications, networking, telecommunications, security systems, and end-user computers. This position oversees solutions that are of value to the organization and creates plans from development to installation and implementation. The IT Manager will play a pivotal role in evaluating emerging technologies, identifying opportunities for innovation, and developing technology roadmaps that align with GHT's long-range planning and objectives.

Examples of Duties

  • Develop and implement strategies to maintain reliable and secure network infrastructure, minimize downtime, and help reduce maintenance costs across all operational locations
  • Create rational strategies for upgrading the agency's network software, ensuring compatibility, operational continuity, and cybersecurity compliance when a new update is available.
  • Develops and maintains disaster recovery, backup, and incident response procedures for technology systems, to ensure the agency's network continues to operate smoothly in the event of a problem.
  • Stays up to date with new network technology and reports this information and provides recommendations to the management team as needed.
  • Works closely with other Department Managers to assess technology needs that support the growth, maintenance, and reliability of the agency's network.
  • Manages the agency's Information Technology asset management plan, including projects, budgeting recommendations, and technology improvement projects.
  • Reviews diagnostics and assesses the functionality and efficiency of systems.
  • Implements and manages security measures, including firewalls, cybersecurity defenses, and network security compliance.
  • Maintain security certificates, system licensing, software compliance, and adherence to agency technology policies and applicable agency compliance and regulatory requirements.
  • Manages the technology lifecycle plan and associated budget for the replacement, maintenance, and upgrades of agency technology systems and equipment.
  • Manages the coordination of purchasing, inventory, and deployment of assets.
  • Manages all operational technologies, including onboard vehicle camera systems, GPS systems, automated systems, GTFS, and all other transit-related technologies.
  • Oversees contracts and maintenance of office equipment, copiers, and postage.
  • Establishes and maintains appropriate internal control safeguards and disaster recovery or business technology succession planning.
  • Works with third-party vendors to ensure services align with internal procedures and integration with the agency's IT programs.
  • Must use discretion and maintain confidentiality when handling and receiving sensitive and undisclosed information.

Typical Qualifications

Knowledge:
  • Information systems principles and practices including analysis, design, development, implementation, maintenance, documentation, training, and support.
  • Network and systems engineering, including local area networks (LAN), wide area networks (WAN), wireless networks, internet connectivity, network security, servers, storage systems, operating systems, database administration, telecommunications, cloud technologies, and enterprise applications.
  • Knowledge of transit technology systems, including Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL), GTFS, GPS, onboard communications, passenger information systems, camera systems, fare collection technologies, computer and video software on buses, and other fleet technology platforms.
  • Advanced knowledge and administration of Microsoft 365 applications and services, including Exchange Online, Entra ID (Azure Active Directory), OneDrive, SharePoint, Teams, collaboration platforms, document management systems, workflow automation, licensing, security, governance, compliance controls, and cloud-based productivity solutions.
  • Information technology theory, principles, practices, trends, and emerging technologies.
  • Project management principles, methodologies, and best practices with a demonstrated record of successful project delivery.
  • Cybersecurity principles, risk management, business continuity, disaster recovery, and data protection practices.
  • Vendor management, technology procurement, contract administration, and budget development principles.
Skills:
  • Strong leadership, project management, vendor management, negotiation, and change management skills.
  • Advanced skills in administering, supporting, and training users on Microsoft 365, SharePoint, Teams, and related enterprise technologies, including user account management, licensing, permissions, security configuration, collaboration tools, workflow automation, and end-user support.
  • Experience managing and supporting IT infrastructure including servers, workstations, mobile devices, printers, storage systems, cloud services, telecommunications systems, and help desk operations.
  • Skilled in troubleshooting, diagnosing, repairing, and maintaining hardware, software, network, and electronic systems, including access control devices, printers, scanners, digital cameras, digital monitors, GPS equipment, and transit technology systems.
  • Strong analytical, organizational, problem-solving, and decision-making skills.
  • Proficient in technical documentation, policy development, inventory management, system configuration, and technology training.

  • Ability to manage multiple projects, priorities, budgets, and resources while meeting deadlines and operational objectives.

Education & Experience:
Bachelor's degree in Information Systems, Computer Science, Engineering or related field and five (5) years of progressively responsible network and systems administration including diagnosing, repairing, software/hardware, and virtual server expertise experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above
Licensing requirements:
Valid Washington State Driver's License with five (5) years of acceptable driving record.

Working Conditions

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel objects; occasionally stand and reach with hands and arms; occasionally required to walk, stoop, kneel, crouch or crawl, exerting up to 50 lbs. on occasion and frequently up to 25 lbs. Occasional work from a ladder. Work is primarily preformed in an office environment. Occasional local and in State overnight travel is required.
