Summary

You will serve as a INFORMATION TECHNOLOGY CYBERSECURITY SPECIALIST (INFOSEC) in the DEPARTMENT OF THE NAVY NAVAL AIR WARFARE CENTER AIRCRAFT DIV LKE SE & ALRE GROUP OPERATIONS DEPARTMENT DIGITAL ENGINEERING DIVISION SPECIALTY CYBER BRANCH of NAVAIRWARCENADLKE.

Help

  • You will provide technical leadership for offensive cybersecurity activities, networks, applications, hardware, firmware, embedded systems, operational technology (OT), industrial control systems (ICS), wireless technologies, and Red Team operations.
  • You will serve as a Red Team Lead for Cyber Table Top (CTT) Operational Force (OPFOR) events, developing realistic adversary scenarios, assessing defensive capabilities, provide recommendation to improve cyber resiliency and mission effectiveness.
  • You will lead multiple concurrent penetration testing efforts by establishing technical priorities, resolving complex engineering challenges, allocating technical resources, and ensuring successful execution of customer requirements

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This is a Cyberspace Workforce position, work role code of 541, proficiency level III the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the DS-06 or comparable GS-12/13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, performing the following; Performing senior-level offensive cybersecurity engineering and serving as a technical authority for vulnerability assessment and penetration testing, specialized experience in the following areas:

  • Penetration Testing & Red Teaming: Leading advanced penetration testing, firmware analysis, and adversarial cyber assessments on networks, applications, and embedded hardware/firmware;
  • Mission-Critical & OT Systems: Evaluating vulnerabilities within operational technology (OT), industrial control systems (ICS), Support Equipment (SE), or Aircraft Launch and Recovery Equipment (ALRE);
  • Adversary Emulation: Designing threat scenarios for Cyber Table Top (CTT) or Red Team events, performing reverse engineering, and delivering risk mitigation advice to senior leadership;
  • Lab Management & Infrastructure: Overseeing cyber test environments, automating testing methodologies, and managing secure test networks (such as JMETC/JMN);
  • Technical Advising: Serving as a senior technical advisor to program offices using proficiency in Linux, Windows, virtualization, and scripting (Python, PowerShell, or Bash).


Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

This is a Defense Acquisition Workforce Improvement Act (DAWIA) position. This position requires the incumbent to exercise judgment in making a Government decision or in taking Government action in regards to activities in which the final decision or action may have economic impact on the interests of any non-federal entity.

The incumbent is required to file an OGE 450 by 31 October of each year.

This position is Critical Sensitive, requires a T5/SSBI. The incumbent must obtain and maintain eligibility for a Top-Secret Clearance. Cyberspace Workforce (CWF) Requirement This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework

(DCWF) work roles of 541: Vulnerability Assessment Analyst, proficiency level: Advanced, 531: Cyber Defense Incident Responder, proficiency level: Advanced, and 111: All-Source Analyst, proficiency level: BILLET IDENTIFICATION NUMBER (BIN): 2 Advanced and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies.

Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF roles of 541: Vulnerability Assessment Analyst, proficiency level: Advanced, 531: Cyber Defense Incident Responder, proficiency level: Advanced, and 111: All-Source Analyst, proficiency level: Advanced. Participate in continuous professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements.
