Position Description & Qualifications

Serco is seeking a mission-criticalInformation Management and Knowledge Management (IM/KM) Analystto support the Joint Staff J-7, Deputy Directorate for Joint Training and Exercises (DDJTE). In this pivotal role, you will be instrumental in the planning, execution, and assessment of strategic-level Joint training exercises. You will develop, administer, and optimize collaborative information environments essential for creating shared understanding and enhancing decision-making across the Joint Force.

Working directly with the Joint Staff, Combatant Commands, and other military and government partners, you will implement KM best practices, drive process improvements, and foster a culture of continuous learning. Your work will directly support the Deputy Directorate's Knowledge Management Action Plan by enforcing governance, promoting staff synchronization, and leveraging innovative technologies. Your expertise will directly enhance the Department of Defense's ability to execute complex Joint training events, strengthening Joint Force readiness and global warfighting capabilities.

In this role, you will:
  • Administer and maintain classified and unclassified Microsoft 365 and SharePoint Online (SPO) site collections on platforms such as Department of Defense (DoD) 365, Intelink, and the Joint Staff Portal.
  • Design, develop, and maintain SharePoint Online pages, document libraries, and dynamic Common Operational Pictures (COPs) to provide leadership with current operational and training information.
  • Establish and enforce IM and RM (Records Management) governance, including document management standards, file-naming conventions, metadata, and permissions to improve information discoverability and security.
  • Analyze government business processes and battle rhythms, recommending KM improvements to increase efficiency, collaboration, and decision cycle effectiveness.
  • Develop automated and low-code solutions using Microsoft 365 applications, including Power Automate, and support the phased migration of data from legacy shared drives to modern platforms.
  • Provide comprehensive training to personnel, including desk-side assistance, workshops, and the development of user guides and standard operating procedures (SOPs) to promote an agile learning environment.
  • Leverage government-approved Generative Artificial Intelligence (GenAI) tools to enhance knowledge discovery, automate processes, and increase decision advantage, while ensuring all AI-generated content is validated for accuracy and compliance.
  • Support all phases of the Joint Exercise Life Cycle (JELC) by maintaining robust collaborative information environments and providing KM support to the Knowledge and Innovation Council (KIC).
  • Be prepared for potential shift work or watchstanding duties to support mission requirements.


To be successful in this role, you will have:
  • U.S. Citizenship
  • An Interim Secret clearance with the ability to obtain a Top Secret clearance.
  • A Bachelor's degree in a related discipline and 5 years of relevant experience.
  • Some experience supporting Microsoft SharePoint Online or Microsoft 365 environments.
  • Demonstrated experience with Records Management (RM) principles, including identifying and managing redundant, obsolete, and trivial (ROT) content.
  • Deep knowledge of collaboration tools includingMicrosoft 365 (OneDrive, MS Teams, SharePoint, Planner), Portals - Department of Defense 365, Intelink, VJOC, OneBrief, and ETMS2.
  • Familiarity with the principles, approved uses, and risks associated withGenerative Artificial Intelligence (AI)tools.
  • Excellent communication skills and proven experience in training personnel on tools, processes, and best practices.
  • The ability to work independently in a dynamic operational environment and must be travel-ready.
  • The ability to travel up to 25%.


Additional desired experience and skills:
  • Experience supporting the Joint Staff, Combatant Commands, or other DoD headquarters organizations.
  • Experience with the Joint Training System (JTS).
  • Microsoft 365, SharePoint, or Power Platform certifications.
  • Experience developing dashboards and automated workflows using Microsoft Power Platform.
  • Familiarity with supporting a Knowledge Management Action Plan and contributing to process improvement initiatives
