PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years
LOCATION: Arlington, Virginia
Salary Range: $140,000-$190,000 annually
Actual compensation will be based on experience, qualifications, certifications, security clearance, and contract funding. This position is contingent upon contract award.
CLEARANCE REQUIREMENT: Active TS/SCI Clearance, adjudicated within the past five (5) years
Responsibilities:
• Assess DoD and DARPA policies and practices for protecting classified information and CUI and recommend improvements.
• Oversee development, preparation, quality control, processing, and dissemination of DD Form 254 Contract Security Classification Specifications.
• Advise DARPA personnel regarding appropriate classification markings.
• Manage Mandatory Declassification Program activities and prepare declassification recommendations.
• Review materials for suitability for public release.
• Develop and implement programs for controlling and destroying classified and controlled unclassified information.
• Oversee development, quality control, staffing, and lifecycle tracking of Security Classification Guides (SCGs).
• Develop and coordinate National Interest Determinations (NIDs).
• Prepare sponsorship documentation and coordinate facility security clearances with DCSA.
• Manage FCL termination, downgrade, invalidation, revalidation, and revocation activities.
• Maintain facility security files and coordinate associated personnel clearance requirements.
• Assess Foreign Ownership, Control, or Influence (FOCI) and make recommendations concerning contractor eligibility for classified access.
• Prepare for and support security inspections conducted by oversight agencies.
• Develop required annual security reports.
• Execute security inquiry activities and support treaty compliance actions.
Required Qualifications and Skills (Must Be Reflected on Your Resume):
• A Bachelor's degree with 10 years of related DoD or IC program security experience -OR- 12 years of related DoD or IC experience with no degree.
• Experience performing information and industrial security activities, including:
o Special Security Agreements.
o Voting Trusts.
o Proxy Agreements.
o DD Form 254s.
o National Interest Determinations.
o Manual declassification reviews.
o Facility security clearances.
o FOCI matters.
• Knowledge and leadership ability to set priorities, balance workload, conduct quality control, and advise/mentor security specialists.
• Strong knowledge of DoD information and industrial security policies and requirements.
