Full Job Description
You will work under the Leidos Military Services Solutions Business Area Security Manager, serving as a hands-on security practitioner who bridges government requirements and day-to-day operational security. This is a collaborative, high-visibility role where your judgment, integrity, and communication skills will matter as much as your technical expertise.

This position is contingent upon award of the Army contract and requires an active Top Secret clearance with SCI eligibility. Employment is contingent upon maintaining that clearance.

The ISR is responsible for safeguarding industrial installations, resources, utilities, materials, tools, and information essential to the organization's operations. Protects and manages classified information and equipment developed by, or entrusted to, the organization, requiring in-depth understanding of security policies, procedures, and oversight requirements for the proper classification, access, handling, storage, and destruction of classified or sensitive material. Responsible for developing, implementing and analyzing programs ensuring adherence to federal laws, regulations and directives for classification management. Responsible for management of clearance prescreening, verification and maintenance, including upgrades or downgrades, crossovers of existing clearances, continuous vetting, and periodic reinvestigations at all clearance levels. Responsible for facility access, special and restricted access programs, briefing and debriefing individuals on requirements and responsibilities of privileged access to sensitive programs.

The ISR is responsible for implementing the industrial security program and ensuring company and customer security requirements are met. The ISR will directly support the customer and be committed to protecting classified information, assets, and secure spaces. The candidate will serve as a security team member and will directly interface and collaborate with key leaders and customers. This position will provide security management and implementation of security policies and procedures for the contract. Areas of emphasis are physical, information, and personnel security, including OPSEC requirements. The ISR will be required to interact with and provide security support to DoW officials. Other duties may be assigned as needed to include surge support.

Primary Responsibilities
Personnel Security
  • Process, review, and submit security clearance packages up to and including SCI nominations, ensuring timely action and compliance with DISS, NISS, NBIS and DoW requirements.
  • Manage continuous vetting, periodic reinvestigations, clearance upgrades/downgrades, and crossovers across all clearance levels.
  • Conduct in-processing, out-processing, indoctrinations, debriefings, and pre/post foreign travel briefings.


Physical Security
  • Administer and enforce access control at contract locations, including CAC, badge issuance and management.
  • Lead physical security assessments and inspections of SCIFs and spaces, identifying vulnerabilities and implementing corrective actions.
  • Process visitor access requests and courier card applications in coordination with the government customer.


Information & Program Security
  • Safeguard classified information and equipment in accordance with the NISPOM, ICD standards, and applicable Army and DoW directives.
  • Maintain Security Operations Plans (SOPs), authorization packages, and compliance documentation.
  • Ensure personnel complete required security education and training; develop refresher and awareness programs as needed.


Operations & Collaboration
  • Serve as a direct interface with Army and DoW security officials and key customer leaders; provide clear, concise security guidance to both technical and non-technical audiences.
  • Conduct self-inspections, support government assessments, and upload results to customer databases.
  • Respond effectively to security incidents, vulnerabilities, and surge support requirements.


Basic Qualifications
  • Typically requires a BA degree and 4+ years of prior relevant experience or Masters with 2-6 years of prior relevant experience. Additional experience may be considered in lieu of degree.
  • Active Top Secret clearance with SCI eligibility.
  • Demonstrated hands-on experience as a Facility Security Officer (FSO), CPSO, or equivalent industrial security role.
  • Thorough working knowledge of the NISPOM and other relevant DoW security guidance, DCSA guidance and Intelligence Community Directives (ICDs)
  • Proven ability to manage personnel security actions in DISS, NISS, SIMS and/or NBIS.
  • Solid understanding of SCIF physical security requirements; familiarity with SF-86, SF-312, DD-254, SF-700, SF-702, and related forms.
  • Experience developing and delivering security briefings, indoctrinations, and awareness training.
  • Strong written and verbal communication skills - able to translate complex security policy into plain language for diverse audiences.
  • Proficiency with Microsoft Office (Word, Excel, Outlook, Access) and ability to learn new security databases quickly.
  • Self-directed work style with the ability to manage competing deadlines, shifting regulations, and surge periods with calm and accuracy.


Preferred Qualifications
  • DCSA FSO training certificate for possessing facilities.
  • Experience supporting OCONUS requirements
  • Experience as a COMSEC Custodian or Manager.
  • Background developing and implementing OPSEC plans.
  • Knowledge of Access Control and Intrusion Detection Systems.
  • Experience conducting security incident inquiries or investigations.
  • Professional security certifications (e.g., SPeD, SFPC, CPP, or similar).

Pay Range:
Pay Range $65,650.00 - $118,675.00
